Uttarakhand Ranks No.1 in India for Inter-Operable Criminal Justice System

Uttarakhand has attained a significant milestone by ranking first in the implementation of the Inter-Operable Criminal Justice System (ICJS) 2.0 in India, based on data collected until January 2026. This accomplishment underscores the state’s effective measures to modernize its judicial and law enforcement systems. The National Crime Records Bureau (NCRB) revealed that Uttarakhand leads with an impressive score of 93.46, outpacing other states such as Haryana, Assam, Sikkim, and Madhya Pradesh, which scored 93.41, 93.16, 91.82, and 90.55 respectively.

Leadership and Monitoring Behind Success

The strong performance is attributed to the leadership of Chief Minister Pushkar Singh Dhami, who has actively overseen the application of new legal frameworks. This includes the Bharatiya Nyaya Sanhita (BNS), Bharatiya Nagarik Suraksha Sanhita (BNSS), and the Bharatiya Sakshya Adhiniyam (BSA). CM Dhami conducted regular review meetings with senior officials and district-level field officers to ensure effective implementation and timely resolution of technical issues. This focused oversight has facilitated the police force’s transition to the new legal measures.

Innovative Data Management System Enhances Efficiency

The foundation of Uttarakhand’s success lies in the innovative “One Data, One Entry” model under ICJS 2.0. This system promotes seamless data sharing among various law enforcement and judicial entities, including Police (CCTNS), e-Courts, e-Prisons, e-Prosecution, and e-Forensics. By entering data just once, all relevant departments can access it immediately, thereby reducing manual errors and expediting case processing.

Enhancing Transparency and Training Initiatives

To promote transparency in legal procedures, the state has made it mandatory to conduct videography at crime scenes and securely store digital evidence through the “e-Sakshya” application. Additionally, over 23,000 police personnel have undergone comprehensive training on the new legal provisions. Technological advances such as virtual court hearings facilitated by “Nyaya Shruti” and the availability of forensic mobile vans have also been prioritized to enhance the justice system.

Recognition from Union Home Minister

Uttarakhand Police officials, including Inspector General of Police (Crime and Law and Order) Sunil Kumar Meena, confirmed the state’s ranking, highlighting its achievements in establishing technological infrastructure and real-time data entry. Union Home Minister Amit Shah has commended Uttarakhand’s implementation of the “One Data, One Entry” system during high-level discussions, recognizing the state’s efforts as a noteworthy model of “smart policing” in India. The state’s advancements reflect a broader commitment to creating a technology-driven judicial system.
