UN Concerned Over Unrest in Pakistan-Occupied Kashmir, Calls for Investigations

The United Nations human rights agency has raised alarms regarding the escalating unrest in Pakistan-occupied Kashmir and has demanded an investigation into the fatalities involving both protesters and security personnel. This plea comes as the region prepares for its legislative assembly elections scheduled for July 27.

Volker Turk, the UN High Commissioner for Human Rights, has urged for calm and called upon authorities to restore complete internet access in the territory. The statement issued from Geneva underscored the necessity for meaningful political dialogue that includes diverse voices from the local community to effectively address their concerns.

According to the UN statement, there have been reports of numerous casualties, predominantly among protesters, but also including members of law enforcement, since June in the lead-up to the elections. Turk has insisted on the need for timely, thorough, and impartial inquiries into all fatalities resulting from the unrest.

Restrictions on Civil Society and Freedom of Expression

The Joint Awami Action Committee (JAAC), a group that has spearheaded protests and comprises traders, transport workers, students, lawyers, and activists, has been officially banned under anti-terrorism regulations for allegedly disturbing public order and security. Subsequently, several of its leaders have been detained.

The UN report raised significant concerns regarding the implications of criminalising civil society organisations, along with imposing severe restrictions on assemblies. These actions pose serious threats to the fundamental rights of freedom of expression, peaceful assembly, and association, as highlighted in the statement.

Turk emphasized that those JAAC leaders in detention should have unobstructed access to legal counsel and their families, further noting that their rights to legal due process and a fair trial need to be fully protected. The UN’s statement indicated that the restrictions on internet access in the region are particularly troubling, suggesting they disproportionately limit individuals’ rights to freedom of expression, especially during a period of heightened tension.
