UAE Shuts 12 Unlicensed Recruitment Offices, Reports 300 Violations This Year

UAE authorities have initiated a crackdown on illegal recruitment practices by shutting down 12 offices involved in the unauthorized hiring of domestic workers. This enforcement action was made public on February 25, 2025, by the Ministry of Human Resources and Emiratisation. The ministry indicated that these offices operated without the necessary licenses, leading to their closure.

In addition to the closure of these offices, the ministry reported the identification of 300 violations this year related to 57 licensed domestic worker recruitment agencies. These figures are part of a broader initiative aimed at enforcing compliance and safeguarding the rights of workers within the domestic sector.

Officials emphasized their commitment to addressing legal and regulatory breaches firmly and transparently. The ministry has implemented field inspection teams and advanced monitoring systems to identify and respond to such violations. These measures are intended to uphold the rule of law and ensure accountability among recruitment agencies.

The current landscape includes a total of 136 licensed recruitment centers across the UAE. Authorities are urging the public to engage only with certified offices when seeking domestic workers. For reporting unlawful practices, individuals are encouraged to use official digital platforms or contact the helpline at 80084. They may also verify the legitimacy of agencies found advertising on social media by calling 600590000.

Earlier this month, officials reported that 230 social media accounts promoting unlicensed domestic worker recruitment services were deactivated during the year 2025. Investigative findings indicated that the individuals behind these accounts had failed to secure the requisite licenses and were not affiliated with approved recruitment offices. Such breaches of the Domestic Workers Law could result in serious legal repercussions for both the promoters and employers who engage their services.

The recruitment of domestic workers in the UAE is governed by specific laws designed to protect both employees and employers. Regular inspections are conducted by authorities to monitor compliance in the sector and to ensure that services provided through licensed channels meet established legal and ethical standards.
