Severe Storm Reveals Weakness of Pakistan’s Utility Infrastructure in Lahore

A severe thunderstorm has markedly exposed the vulnerabilities of Pakistan’s utility infrastructure, particularly in Lahore and surrounding districts. Following the storm, nearly 300 feeders within the 11kV network reportedly collapsed, plunging extensive areas into darkness for several hours, as per reports from Dawn. The event revealed the fragility of the local distribution system, overwhelmed by fierce winds, heavy rainfall, and hail. The storm uprooted trees and electric poles while damaging transformers, high-tension cables, and essential equipment at grid stations.

The prolonged outages rapidly escalated public dissatisfaction with utility companies’ management. Residents appeared frustrated, recounting the struggle many faced during the blackout. One local, Basit from Johar Town (B-Block), conveyed his experience, stating that the power outage began just as the heavy rain started in the early hours of Saturday. He mentioned relying on a UPS for a limited period but ultimately struggled without electricity for several hours.

Despite previous assurances of emergency preparedness, the Lahore Electric Supply Company (Lesco) left many consumers without timely communication or support throughout the outage. Basit added that although he had lodged a complaint, it took several hours before Lesco representatives arrived to address the issue, further highlighting the inefficiencies of the utility managers.

Extent of the Disaster Across Lahore

The scale of disruption was vast, as power failures were reported across multiple regions within the provincial capital. Areas such as Township, Green Town, Wapda Town, and many others experienced similar blackouts and infrastructure failures. Residents expressed disbelief over the magnitude of the storm, recalling how it disrupted their routines, waking families from sleep amid the chaos.

One resident remarked that it had been years since he witnessed such a severe thunderstorm. He shared that he had to immediately turn off appliances to protect them from power fluctuations. Restoration of power was not achieved until around 2:00 pm that day. This systemic failure had repercussions that extended beyond mere power cuts, raising questions about the resilience of the city’s infrastructure.

Lesco’s Chief Executive Officer, Ramzan Butt, attempted to lessen the impact of the breakdown by stating that field teams had mobilised quickly to address faults caused by the storm. He confirmed the loss of 282 feeders, predominantly in Lahore, and acknowledged that despite efforts, the company had yet to fully assess the situation or the financial implications of the damage sustained by their network.

Consequences for Water and Urban Infrastructure

The power crisis not only affected electricity supply but also crippled the water distribution managed by the Water and Sanitation Agency (Wasa). With electricity unavailable, residents faced challenges in accessing water as the motors for extracting water from the system remained non-functional. This loss of essential services compounded the difficulties faced by Lahore’s residents.

A local from Township remarked on the cascading issues stemming from the power failure, explaining the inability to operate water extraction systems. This interconnectedness of utility failures spotlighted the broader systemic challenges that cities like Lahore face, particularly in response to seasonal weather events.

Moreover, inadequate urban planning and poor drainage systems exacerbated the situation, as heavy rainfall caused significant flooding across primary roads, localities, and underpasses. These conditions severely disrupted traffic and illustrated the municipality’s lack of preparedness for extreme weather incidents, further frustrating the already distressed population.
