RTI Uncovers Details About AIIMS Darbhanga Construction Delays

The recent revelations from a Right to Information (RTI) request have shed light on the status of AIIMS Darbhanga, Bihar’s second AIIMS, announced over a decade ago. While the project was conceptualised in 2015 and received government approval in 2020, concerns about its progress have escalated. Current evidence indicates that the project’s development has primarily consisted of a gate, which has garnered significant public attention.

On November 13, 2024, Prime Minister Narendra Modi laid the foundation stone for the institution, which is intended to cover over 187 acres and was initially sanctioned at a cost of Rs 1,264 crore. However, the project’s revised budget has now escalated to Rs 2,006 crore, marking an increase of nearly 59 per cent from the original estimate.

The extensive delay in tangible construction work has raised doubts regarding the actualisation of this healthcare initiative, which was intended to enhance medical facilities in the Mithila region.

Status of Construction Work

The RTI response obtained by India Today.in indicates that significant infrastructure work, including the hospital building and academic blocks, has yet to commence. HSCC Ltd, the government agency responsible for the project, reported that these works are pending further approvals. This suggests that despite previous dignitary involvement and public announcements, the major construction activities remain stalled.

As per HSCC, the construction is expected to become operational by July 2029. However, the current pace raises skepticism about whether this deadline can be realistically met, particularly given that less than 1 per cent of the revised project cost has been expended so far. Reports confirm a spending of approximately Rs 19.39 crore, which raises questions about the project’s funding and management.

With important infrastructure works still awaiting the necessary approvals, stakeholders are increasingly scrutinising the timeline set for commencement. The limited financial outlay thus far exacerbates concerns about the feasibility of the projected operational date.

Main Gate Controversy

The gate of AIIMS Darbhanga has emerged as a symbol of the project’s shortcomings. The RTI response noted that there was no separate tendering or approval process for the main entrance, which raises questions regarding its planning and inception. The apparent lack of clarity surrounding the gate’s design and approval continues to fuel discussions among political parties and the public.

This situation exemplifies the broader challenges affecting the AIIMS project, where the focus has predominantly been on the gate rather than substantive development of critical healthcare infrastructure. With the gate as the only notable structure, the concerns regarding the overall status and future of the medical college have intensified.

As public discourse surrounding AIIMS Darbhanga continues to evolve, questions pertaining to accountability and project management must be addressed. The absence of clear communication regarding the project’s progress remains a significant issue amid ongoing delays.
