In Karnataka, over 230,000 children face significant challenges related to school admissions due to the strict enforcement of an age cut-off set for June 1. These students, often referred to as “COVID kids,” were born during the pandemic and have completed their Upper Kindergarten (UKG) classes but are unable to advance to Class 1, as they fall short of the age requirement by mere days or weeks. This situation has instigated protests, particularly in Bengaluru, as families seek changes in policy.

Current Regulations and Their Impact

The state’s regulations stipulate that a child must be at least six years old by June 1 to qualify for entry into Class 1. This has resulted in numerous children, despite having successfully cleared assessments and demonstrating academic readiness, being unable to progress. Parents argue that these young learners have shown the capability to transition to the next grade, yet schools are restricted from promoting those who do not meet the specified age criteria.

Demand for Age Relaxation Amid Controversy

The situation has compelled more than 200,000 families to voice their concerns through various parent groups. The issue intensified following the recommendations outlined in the State Education Policy (SEP) Report, which proposed a 90-day age relaxation for affected children. Parents assert that this recommendation has yet to be enacted, leaving many children without a clear path forward. Last year, when a similar situation arose, the government allowed a one-time exemption for UKG students, leading many parents to expect similar flexibility this time around.

Voices of Concern from Parents

Parents have expressed deep emotional distress over the current situation. Mohammad Shabeer, an affected father, emphasized the earlier government sign of flexibility that seems absent for the current batch of children. He highlighted that broader age relaxations were discussed during the drafting of the SEP. According to Shabeer, officials have stated that the new guidelines will only commence in the 2026-27 academic year, effectively excluding children currently waiting for admission.

Similarly, parent Swati Verma mentioned her child narrowly missing the age cut-off by just a few days, echoing the sentiments of many others. She noted that children, including those born on June 2, have exhibited academic and athletic proficiency. Verma articulated the emotional weight carried by families, stating that it can be damaging to tell a child they cannot proceed to the next educational level. Referring to the government’s previous relaxation policies aimed at supporting children’s mental well-being, she expressed disbelief at the lack of similar action this year.

Consequences of Delayed Policy Implementation

Education specialists warn that requiring children to repeat a year despite their readiness can adversely affect their motivation, self-esteem, and relationships with peers. Many children have already started preparing for higher classes and have formed attachments to their classmates. Parents fear that adhering strictly to age regulations may burden children emotionally during their formative years.

Call for Immediate Policy Action

Across Karnataka, families are urging the state government to enact the previously recommended 90-day age relaxation. They believe that prompt action could mitigate academic interruptions and emotional hardships for countless young learners as the new academic year approaches. Parents are actively seeking clarity and a compassionate resolution that adheres to educational policies while prioritizing the well-being of their children.
