The Himachal Pradesh University Teachers Welfare Association (HPUTWA) staged a protest on September 2, 2026, against proposed alterations to the recruitment process at six state universities. The demonstration took place in Shimla and involved participation from numerous senior professors and other educators who voiced their discontent regarding the plan for teacher appointments through the Public Service Commission. Concerns Regarding University Autonomy

The HPUTWA stated that it would not be justifiable to curtail the autonomy of all universities in response to alleged irregularities in specific institutions.

Linking Autonomy with Career Advancement

The protesters connected the current situation with their long-standing demand for implementing the Career Advancement Scheme (CAS). They insisted that both CAS and university autonomy extend beyond employment concerns, as they are fundamentally linked to academic dignity, professional respect, and institutional independence. The association demanded that clarity be provided on the implications of these changes for the future of universities.

During the demonstration, questions were raised regarding the recognition of academic qualifications and achievements, such as PhD degrees and research contributions. The HPUTWA pointed out that if advanced academic qualifications did not receive adequate consideration in career progression and recruitment, their relevance would be significantly diminished. They maintained that qualifications should hold substantial weight in the academic community.

The association declared that knowledge, research, merit, innovation, and academic excellence form the bedrock of higher education systems. They emphasised that policy decisions must reinforce these values to cultivate a conducive academic environment.

HPUTWA secretary Ankush Bhardwaj remarked that the proposed legislation transcends the interests of a single university or institution. He cautioned that any initiative that might diminish university autonomy or recruitment powers could adversely affect the entire higher education system in India.
