From Conflict to Stability: Surrendered Naxals in Chhattisgarh Embrace New Life Under PM Awas Yojana

In Chichorguda village, located about 15-20 kilometers from the Sukma district headquarters in Chhattisgarh, a transformative narrative is emerging. Once dominated by Naxal activity, this region is now shifting towards peace and development.

Thanks to the Pradhan Mantri Awas Yojana (Gramin), housing is being provided to surrendered Naxalite individuals, enabling them to pursue a life characterized by dignity and security. These homes represent more than mere structures; they signify a fresh start for families transitioning from a life spent in the forests, thereby reflecting the government’s commitment to fostering stability, social acceptance, and development for those who abandon violence.

Government Commitment Toward Rehabilitation

P Sundarraj, the Inspector General of Bastar, stated that the individuals affected by Naxalism are being granted homes under the Pradhan Mantri Awas Yojana. He emphasized the determination of both the central and state governments to eradicate Naxal influences from the Bastar region completely. He expressed optimism for a renewed identity for the area, underscoring ongoing efforts to create a stable environment. He noted that the initiative aims to enhance the quality of life for rehabilitated individuals who have renounced violence, granting them permanent residences while contributing to a broader vision of peace and development in Bastar.

Steps Taken to Support Surrendered Individuals

According to Sukma Superintendent of Police Kiran Chavan, those who leave their Naxal affiliations are benefitting from various government initiatives. The administration has allocated provisions for approximately 15,000 houses within the Bastar division as part of the rehabilitation strategy. Chavan explained that families who surrender and accept the rehabilitation process are receiving housing support under the Pradhan Mantri Awas Yojana, thus ensuring that they also access other benefits offered by the government.

Monitoring and Progress in Housing Initiatives

Mukund Thakur, the Chief Executive Officer of the Sukma Zila Panchayat, reported that 801 beneficiaries have already received the first tranche of housing support under the scheme, with ongoing evaluations to ensure completion. He mentioned that a specialized project was initiated to survey 2,976 individuals in the Sukma district, resulting in 1,113 approvals for housing assistance. Of these, 801 beneficiaries immediately received funds for their homes, with 19 houses already completed. Continuous monitoring is underway to facilitate the swift completion of the remaining housing structures.

Community Feedback on Housing and Rehabilitation

A representative of the Awas Mitra, Madkam Sona, highlighted the ongoing construction efforts, stating that out of 102 sanctioned houses, 60 to 70 have been finished. This initiative has also extended to remote areas, with efforts to include those previously overlooked. The families of surrendered Naxalites have expressed appreciation for the benefits they are receiving, including essential documents like Aadhar and Ration cards. One surrendered Naxalite, Madkam Gangi, shared that life has significantly improved since surrendering, stating that government support through housing and food provisions is making it easier for families to reintegrate.

In addition to addressing housing needs, this rehabilitation initiative aims to cultivate trust among the communities. As these individuals access government schemes and housing, they not only step back into society but also lay down the groundwork for a hopeful future for their children. The transformation taking place in Bastar, particularly in villages like Chichorguda, symbolizes a significant shift towards progress and stability, reflecting the government’s ongoing commitment to a peaceful resolution to past conflicts.
