Heavy rain affected the north-central prefectures of Ishikawa and Toyama in Japan on Thursday, leading to significant flooding and landslides. The Japan Meteorological Agency (JMA) issued its highest Level 5 heavy rain warning for certain areas, advising locals to take precautions against potential flooding and landslides. As the day progressed, the rainfall began to ease, prompting the agency to downgrade the warning to a medium level, although caution remained due to the ongoing threat of additional rain and landslides into Friday morning.

The JMA predicted that regions such as Kaga and Noto could receive up to 20 centimetres of rain by Friday morning. In response to the inclement weather, authorities urged over 3,80,000 residents to relocate to safer areas to avoid being caught in hazardous conditions.

Rescue Operations Underway

Footage broadcast by public broadcaster NHK illustrated the dire situation for many locals in Himi city, Toyama, as rescue workers navigated knee-deep water in rubber boats to assist stranded individuals. A number of vehicles remained abandoned on inundated roads, highlighting the challenges faced in the area.

In Ishikawa prefecture, located to the west of Toyama, flooding had impacted 270 homes across three municipalities. However, officials reported no injuries among the residents affected. Alongside flooding, the heavy rainfall also instigated landslides and the closure of several roads, further complicating efforts to manage the disaster.

Chief Cabinet Secretary Minoru Kihara confirmed that multiple rivers had overflowed, exacerbating the flooding situation in the two prefectures. Despite the severity of the weather, he reassured that there were no recorded injuries among those affected by the floods.

Power Outages and Previous Incidents

The severe weather conditions also resulted in power outages affecting over 1,000 homes across Toyama and Ishikawa, as reported by Hokuriku Electric Power Co. This recent bout of severe weather follows earlier heavy rain that caused extensive flooding in Chiba prefecture, east of Tokyo, resulting in the loss of 13 lives.

As local authorities continued to monitor the situation, warnings remained in effect concerning the possibility of more rainfall and the risk of further landslides through Friday morning. This ongoing threat added a layer of urgency to the rescue and relief operations taking place in the affected regions.

The current situation showcases the challenges posed by severe weather in Japan, especially in areas unaccustomed to such intense rainfall. Emergency services and local governments are expected to maintain vigilance while prioritising the safety of residents in these vulnerable regions.
