New LPG Cylinder Rules from November 1 Require Aadhaar Authentication

The CSR Journal Magazine

Starting November 1, consumers will face new regulations regarding LPG cylinders that will necessitate a reassessment of their monthly budgets. These updates will affect millions of households and businesses that rely on Indane, HP Gas, and Bharatgas. The changes include not only the regular monthly price adjustments by oil marketing companies (OMCs) but also enhanced Aadhaar-based authentication measures to maintain uninterrupted subsidies. Additionally, there is a shift towards the adoption of piped natural gas (PNG).

Reports indicate that while some of the guidelines being implemented are not entirely new, they will be enforced more rigorously. OMCs typically review and adjust commercial LPG prices on the first day of each month, and the upcoming announcement will determine the pricing for November. In October, the price for a 19-kg commercial cylinder in Delhi was ₹2,810, reflecting the sensitivity of these rates to global energy supply dynamics. Conversely, domestic LPG prices have remained unchanged for several months, with the standard 14.2-kg household cylinder priced at ₹942 since June 7, 2026.

Consumers are encouraged to check local rates prior to booking their refills, as prices may vary by city. This change in pricing structure aims to ensure that consumers are informed and prepared for any adjustments that may arise.

Aadhaar e-KYC Requirement for Subsidised Refills

A significant aspect of the new regulations is the mandatory biometric Aadhaar authentication for households purchasing subsidised LPG refills. This requirement, enforced by the Ministry of Petroleum and Natural Gas, came into effect on October 1, 2026. Households that have already completed the authentication process are not required to repeat it. However, eligible consumers who do not complete the e-KYC process may find themselves unable to book subsidised refills until their verification is finalised.

For those opting not to undergo the authentication process, they can register this choice through their respective OMC channels. These consumers will then only be allowed to purchase smaller 5-kg or 10-kg cylinders at market rates, which could lead to increased costs for those who previously relied on subsidised options.

To complete the digital authentication, consumers can download the relevant app for their LPG provider, such as IndianOil One for Indane or Hello BPCL for Bharat Gas. After logging in with their registered mobile number, they can select the e-KYC option and follow the prompts to complete the process, which typically takes 24 to 48 hours for approval.

Understanding PNG Pricing and Its Implications

As households transition from LPG to piped natural gas (PNG), it is crucial to understand the factors influencing PNG pricing. Unlike LPG, where prices are directly affected by crude oil fluctuations, the cost of domestic piped gas in India is determined by the sourcing mix of the city-gas distributor. This includes the balance between domestically produced gas and imported liquefied natural gas (LNG).

The final consumer price for PNG is influenced by various factors, including government pricing frameworks, distribution logistics, and applicable taxes. This complexity means that consumers should stay informed about the pricing structure in their specific areas to avoid unexpected costs.

Overall, the upcoming changes in LPG regulations and pricing will require consumers to adapt to new procedures and potentially higher costs. As the landscape of gas supply evolves, staying informed will be essential for effective household budgeting.
