India and Cyprus Form Strategic Partnership Amid Regional Developments

India and Cyprus have officially upgraded their diplomatic relations to a Strategic Partnership during the state visit of Cypriot President Nikos Christodoulides to New Delhi. This partnership, which includes a comprehensive five-year defence roadmap and several agreements, signifies a growing alignment between the two countries on critical issues such as security, trade, and connectivity, especially in the Eastern Mediterranean region.

President Christodoulides’s visit from May 20 to 23 saw significant discussions focused on security and defence, particularly in light of the shared threats posed by an unstable neighbourhood. In a meeting with Prime Minister Narendra Modi, both leaders condemned terrorism unequivocally, denouncing attacks such as the one in Pahalgam, Jammu and Kashmir in April 2025, and an incident near the Red Fort in New Delhi in November 2025.

Among the highlights of the visit was the finalisation of the Roadmap for Bilateral Defence Cooperation (2026–2031) between the Ministries of Defence of both nations. This framework aims to foster defence industrial cooperation, technology partnerships, and enhanced training and capacity-building initiatives, laying the groundwork for future defence procurements and collaborations.

Geopolitical Implications and Counter-Terrorism Efforts

The establishment of a Joint Working Group (JWG) on Counter-Terrorism further underscores the importance of this partnership. It exemplifies both countries’ firm stance against terrorism, including any double standards and justifications surrounding it. The partnership also expands into cybersecurity dialogue and maritime cooperation to bolster regional security, particularly important given Cyprus’s strategic position in the eastern Mediterranean.

Turkey’s longstanding occupation of northern Cyprus since 1974 adds a complex layer to this relationship. Turkey’s ties with Pakistan and involvement in ongoing disputes regarding maritime boundaries and energy resources have amplified concerns, particularly in light of the emerging alliance among Pakistan, Saudi Arabia, and Turkey, frequently referred to as the Islamic Nato. This coalition has raised critical geopolitical apprehensions in the region.

India and Cyprus’s partnership is viewed as a strategic response to these developments, diversifying India’s engagements against the backdrop of growing concerns over radical extremism and the influence of the Sunni bloc led by Pakistan and Saudi Arabia. Moreover, Cyprus’s alliance with Greece further strengthens this partnership within the broader Mediterranean context.

Broader Strategic Context and Future Prospects

The elevation of India-Cyprus ties aligns with Israeli Prime Minister Benjamin Netanyahu’s proposal of a Hexagon of Alliances, which aims to enhance cooperation across security, intelligence, defence, and economic sectors among countries facing common challenges. This strategic architecture envisions integrating India into broader Mediterranean dynamics, benefiting both India and Cyprus in addressing regional threats.

This strengthened relationship will also facilitate India’s active involvement in energy exploration and maritime security amid emerging competition. Cyprus serves as a crucial link for India to access European markets, especially considering the recent India-EU Free Trade Agreement, enhancing supply chain resilience and security.

Looking beyond defence, the India-Cyprus partnership is poised to develop in economic, technological, and multilateral areas. Recent agreements covering innovation, higher education, cultural cooperation, and search and rescue operations signal the potential for increased trade and investment. The countries also aim to further their cooperation in sectors such as clean energy, logistics, and research.

As they continue to advance negotiations on a Migration and Mobility Partnership Agreement and a Social Security Agreement, India and Cyprus’s strategic partnership is positioned to become a significant node in Eurasian security and connectivity initiatives.
