Himachal Pradesh Legislative Assembly Monsoon Session Set to Begin on August 21

The Monsoon Session of the 14th Himachal Pradesh Legislative Assembly is scheduled to commence on August 21, 2026. Speaker Kuldeep Singh Pathania announced on August 19 that a total of 1,026 questions have been received online ahead of the session, which is expected to last for ten sittings until September 3. The Speaker highlighted that an Assurance Committee will be formed to oversee the fulfilment of assurances made during the assembly’s proceedings.

During a media briefing in Shimla, Pathania confirmed the commencement time for the session will be 11 am. Additionally, an all-party meeting is set to take place on August 20 to facilitate discussions aimed at fostering a smooth legislative process for the upcoming session.

Among the questions submitted, many address critical topics including staffing shortages in health and educational institutions, alongside infrastructure-related issues impacting the state. Pathania noted that the questions encompass both starred and unstarred categories, reflecting the diverse concerns of assembly members.

Various Notices and Issues to be Addressed

Besides the submitted questions, the Assembly Secretariat has also received 50 various issues as per different procedural rules. Pathania reported that there are 13 Calling Attention Notices, two notifications under Rule 62, five petitions for Private Members’ Day under Rule 101, and 15 notices filed under Rule 130. All correspondence has been submitted to the government for consideration.

Notably, issues pertinent to health, medication, civil supplies, and other public matters have been raised under Rule 130, with a minimum of two hours allocated for deliberations on these topics. This provision aims to enhance the quality of discussions during the session.

Pathania remarked on the assembly’s productivity, indicating that it has consistently ranged between 90 and 120 per cent, a figure he described as among the best in the country. This high degree of productivity underscores the assembly’s commitment to addressing significant issues raised by its members.

Assurance Committee to Improve Compliance and Address Member Concerns

The establishment of an Assurance Committee under the Speaker’s purview is intended to ensure compliance with promises made by the government during assembly sessions. Pathania expressed that this initiative may also help resolve complaints from members regarding the non-implementation of such assurances.

In light of outstanding privilege matters, Pathania stated that approximately five to seven issues remain unresolved, although most cases have already been adequately addressed. He also highlighted the achievements of the Petitions Committee, which has benefitted 75 individuals out of roughly 120 petitions submitted so far.

Furthermore, the Speaker reaffirmed the assembly’s dedication to the preservation of its more than century-old building, ensuring both heritage and functionality are maintained. Pathania suggested that the Assurance Committee would be formed upon the members’ consensus, reflecting the assembly’s overall efficiency and commitment to its responsibilities.
