The Municipal Corporation of Delhi (MCD) has sealed 54 shops operating unlawfully from basements in Kucha Mahajani, Chandni Chowk. This enforcement action was aimed at curbing unauthorised commercial activities within the capital and ensuring adherence to established building regulations. The sealing took place on September 7, 2023, as part of ongoing efforts to regulate operations that violate the Unified Building Bye-Laws (UBBL)-2016 and the Master Plan for Delhi (MPD)-2021.

The MCD’s decision was reportedly influenced by concerns regarding public safety, particularly the lack of mandatory clearances from the Fire Department and other relevant statutory bodies. City officials noted that this preventive action intends to mitigate any potential hazards arising from such illegal commercial enterprises.

Sealing orders were executed under Section 345-A in conjunction with Section 347 of the Delhi Municipal Corporation (DMC) Act. These legal provisions authorise the MCD to take necessary actions to eliminate illegal structures and activities. Following this, all 54 shops involved have been officially sealed.

Impact of the Sealing Action on Traders

The sealing of these shops has drawn reactions from local business representatives, notably from Yogesh Singhal, President of the All India Bullion & Jewellers Association. Singhal expressed that the recent action has negatively impacted the market and fostered discontent among traders towards the municipal authorities. He conveyed heightened frustration amongst shop owners regarding the government’s enforcement measures.

In his statement to ANI, Singhal pointed out that business owners had previously received a notice from the MCD back in 2019 concerning their operations and had subsequently sought legal avenues to contest the MCD’s findings. He detailed that following a court hearing, the traders had attempted several times to present their concerns but were unheeded. He emphasised that the current sealing operation seemed to disregard these past interactions.

According to Singhal, MCD officials, accompanied by police forces, arrived at the scene around 11:30 am. Upon arrival, they affixed notices to the shop fronts and carried out the sealing process promptly. This swift action resulted in the closure of the 54 shops, raising alarm among local merchants about potential repercussions for their business operations.

Current MCD actions against illegal structures have gained momentum following a recent building collapse in Satya Niketan that resulted in seven fatalities.
