Heavy Flooding in Himachal Pradesh Cuts Off Village Following Bridge Submersion

The CSR Journal Magazine

Heavy rainfall resulted in a flash flood impacting the Pager stream in the Lippa Panchayat of Kinnaur district, Himachal Pradesh, on Thursday morning. This severe weather, reported at approximately 6 am, caused significant infrastructural damage and effectively isolated Lippa village due to the submersion of a crucial bridge.

The flash flood caused widespread destruction, affecting not only access to the village but also damaging numerous residential structures, pathways, and local apple orchards. The persistent heavy rainfall, which commenced the previous evening, has further compounded the situation across various regions in Himachal Pradesh.

The India Meteorological Department’s Shimla centre has subsequently issued a yellow alert, warning of heavy rainfall in isolated locations throughout the state until July 15. The situation in Kinnaur has been particularly dire, with water levels in rivers and streams reportedly rising well above normal.

Damage Assessment and Infrastructure Risk

As initial reports indicated, the flash flood led to the blockage of the Teti Khad stream, resulting in the near-total submergence of a nearly 100-foot-long iron bridge which serves as the primary route for Lippa village. Following this incident, local authorities declared the bridge unsafe for passage, thereby severing road access to adjacent areas and further isolating the community.

Floodwaters, laden with debris and rocks, surged into the residential zones, causing extensive damage to multiple homes and exacerbating erosion along the banks of the Pager stream. The threat continues for houses in proximity to the bridge, as standing water presents ongoing risks.

Additionally, pedestrian pathways have suffered significant damage due to debris, making navigation extremely hazardous for residents. In agricultural sectors, apple orchards have been buried under layers of silt and debris, prompting orchard owners to estimate losses amounting to several lakh rupees. Fortunately, reports indicate that no casualties have occurred as a result of the flooding thus far.

Landslide Adds to the Woes in Kinnaur District

In a separate incident, a landslide struck the area near Maling Nallah on the old Hindustan-Tibet Road, also known as NH-5, impacting the Kuppa region. This landslide damaged three houses, a cowshed, and various orchards, exacerbating the adverse conditions facing local residents.

Large boulders that fell during the landslide led to temporary blockages on the highway, interrupting traffic for several hours before authorities could clear the route. The district administration has since issued advisories urging residents to remain vigilant and stay clear of rivers, streams, and seasonal nullahs while avoiding unnecessary travel in affected areas.

In response to these ongoing severe weather events, teams have been deployed to assess the extent of damage in the impacted regions, as the area remains under the threat of further rain-related incidents. Local authorities are focused on evaluating risk levels and providing assistance wherever necessary.
