Government May Extend SIM-Binding Deadline for Messaging Apps

The Government of India is contemplating an extension of the deadline for mandatory SIM binding for messaging applications, including WhatsApp, Arattai, and Telegram. The Department of Telecommunications (DoT) is likely to set a new compliance deadline for December 2026. This decision comes after various companies raised concerns regarding technical challenges that hinder their ability to comply within the original timeline. Reports suggest that the department is considering the extension to facilitate smoother implementation for these platforms.

Understanding SIM Binding

In November 2025, the Indian government issued guidelines requiring app-based communication services that utilize mobile numbers for user identification, such as WhatsApp, tolink their services directly to the SIM card in the user’s device. The initial compliance deadline was March 1, 2026. Under this directive, users would only be able to access their platforms if the registered SIM card is inserted in the device they are using. This measure aims to mitigate the risk of cyber fraud originating from overseas, ensuring more secure telecommunications.

Challenges in Compliance

According to reports, companies are encountering various technical hurdles in meeting the requirements of the directive. An official from the DoT indicated that the compliance deadlines would be extended due to these challenges, including issues related to testing and updates to operating systems. The implementation of SIM binding is expected to proceed in phases, with Android platforms likely to be prioritized. Apple is reportedly addressing specific constraints within its iOS system to facilitate compliance for messaging applications on that platform.

Impact on User Experience

The directive has garnered criticism for potentially disrupting user experience. Enforcing continuous SIM binding demands extensive changes in app architecture and close collaboration with operating system providers. As part of the initial compliance strategy, companies were tasked with adhering to the directive within 90 days of its announcement, followed by a report submission within 120 days. As of now, they have failed to meet the original compliance deadline.

WhatsApp’s Current Status

WhatsApp’s parent organization, Meta, is actively collaborating with the DoT to identify a viable solution for SIM binding. Presently, the application is conducting beta testing for SIM binding on Android devices. Additionally, Zoho, the developer behind the Indian messaging platform Arattai, is also taking significant steps to align with the directive’s requirements. Jeri John, Arattai’s global product head, has confirmed that a grace period has been allotted, and necessary updates will be implemented shortly to achieve compliance.

Addressing Cyber Fraud Concerns

Officials assert that the enforcement of this directive is crucial in combating cyber fraud. Data indicates that losses attributed to such fraud exceeded Rs 22,800 crore in 2024. The government’s objective is to ensure that accounts are consistently linked to KYC-verified SIMs that are physically present in user devices, thus enhancing traceability and significantly diminishing risks associated with fraudulent activities.
