The Manipur Legislative Assembly has unanimously approved a resolution urging the Government of India to update the National Register of Citizens (NRC) in the state before the upcoming Census. This decision was made during the evening session on September 2, 2026, as part of the ongoing 8th session of the 12th Manipur Legislative Assembly. Chief Minister Y Khemchand Singh moved the resolution, which reaffirms earlier resolutions passed by the assembly on August 5, 2022, and March 1, 2024.

With all members supporting the resolution, it reflects a collective stance regarding the importance of having an updated NRC prior to the Census. This move is seen as essential for the state and the nation’s interests, ensuring that demographic data reflects the current population accurately.

Discussion of Official Papers and Reports

During the same session, Chief Minister Khemchand presented four key documents to the assembly. These included the Report from the Comptroller and Auditor General of India on State Finances for the year 2024-25, and another report concerning various economic sectors for the year ending March 31, 2024. Both reports are part of the Government of Manipur submissions numbered 1 and 2 of 2026.

The Chief Minister also introduced The Manipur Private School (Registration and Regulation) Rules, 2024, and The Manipur Town and Country Planning (Sixth Amendment) Ordinance, 2026. This presentation was designed to ensure that the assembly members were informed of recent administrative developments and financial reviews critical for governance.

Additionally, Khemchand provided a report from the Business Advisory Committee for the year 2026, suggesting that the assembly agree with the proposed allocation of time for its discussions and deliberations.

Government’s Commitment to State Integrity

Home Minister Govindas Konthoujam addressed a Calling Attention Motion raised by MLA K Ranjit Singh, affirming the government’s commitment to maintaining the integrity of Manipur. He clarified that there were no official reports of any land swap agreements between India and Myanmar, noting that most of the international border fencing had already been completed.

In response to another Calling Attention Motion from MLA K Meghachandra, Konthoujam emphasised the need for unity and collective responsibility among the people of Manipur to advocate for peace. He called upon religious and community leaders to play a proactive role in addressing the existing trust deficit.

Following these discussions, Khemchand introduced the First Batch of the Demands for Supplementary Grants for 2026-27, amounting to Rs 3,861 crore involving 31 demands and one appropriation. He noted that of this amount, Rs 12 crore would be charged on the Consolidated Fund, with Rs 3,849 crore requiring a vote from the assembly.

Introduction of New Legislative Bills

In a continued effort to advance legislative matters, Khemchand introduced seven government bills, which included amendments pertaining to various aspects of state governance. These bills cover areas such as town planning, conservation of paddyland and wetland, the Goods and Services Tax, and regulations affecting shops and establishments.

Deputy Chief Minister Nemcha Kipgen presented The Manipur Panchayati Raj (Ninth Amendment) Bill, 2026, while Home Minister Govindas Konthoujam introduced The Manipur Fire and Emergency Service Bill, 2026. The introduction of these bills signifies ongoing efforts to modernise and improve the regulatory framework in Manipur.

The assembly session concluded with the adjournment, indicating that the discussions and legislative activities will continue in the following session.
