Chirag Paswan Urges Bihar CM to Review Assistant Professor Recruitment Rules

Union Minister for Food Processing Industries Chirag Paswan has reached out to Bihar’s Chief Minister, Samrat Choudhary, requesting a reassessment of the Assistant Professor Recruitment Rules-2026. The minister highlighted several concerns regarding the transparency and effectiveness of the proposed rules, particularly in relation to higher education quality and the career prospects of both students and qualified educators.

In his correspondence, Paswan mentioned that numerous candidates and stakeholders had expressed apprehensions about the new recruitment framework. He emphasised the need for a methodical and fair recruitment process that adequately protects the interests of deserving candidates, long-serving guest faculty, and the student body in Bihar.

Paswan noted that the opportunity for recruiting Assistant Professors comes after a significant hiatus, making it imperative for the recruitment initiative to maintain a balanced approach. This approach should uphold the merit of candidates while also considering the qualifications and rights of guest faculty members and students alike.

Key Recommendations from Paswan

In his letter, Paswan urged the Bihar government to reconsider several provisions outlined in the proposed recruitment rules. A major suggestion was the implementation of the UGC Regulation of 2018, specifically Table 3A, which pertains to the recruitment of Assistant Professors. He also proposed that the upper age limit for applicants be set at 55 years.

Furthermore, Paswan advocated for the establishment of a permanent and regular recruitment mechanism for Assistant Professors in Bihar’s universities. He also stressed the importance of introducing a domicile policy to ensure that appointments reflect local needs and expertise.

The Union Minister raised concerns regarding what he described as a restriction on the autonomy of Bihar’s educational institutions. He called for the regularisation of guest Assistant Professors who have exceeded several years of service, suggesting that they should be allowed to work until the age of 65.

Paswan articulated his belief that the aim of the recruitment process should go beyond merely filling vacancies. He insisted that the focus should also be on enhancing the quality of Bihar’s higher education by incorporating capable and experienced educators into the system.

He highlighted the importance of ensuring that the future of young aspirants who have been preparing for years, as well as long-serving guest faculty, be safeguarded in any decision regarding the recruitment rules. The potential impact of these regulations on the educational landscape necessitates widespread consultations before any rules are finalised.

In conclusion, Paswan requested a thorough discussion involving students, candidates, guest faculty, academic institutions, and subject matter experts prior to the finalisation of the Assistant Professor Recruitment Rules-2026. He also urged the Bihar government to ensure that the rules align with the pertinent UGC standards.

In his letter, Paswan expressed hope that the state government would approach this matter seriously. He reaffirmed the need for a decision that not only protects students’ futures but also ensures fairness for qualified candidates while strengthening the overall quality of higher education in Bihar.
