Centre Introduces Five Bills for Monsoon Session Amid Delimitation Bill Uncertainty

The uncertainty regarding the Delimitation Bill remains as the central government has introduced five other bills for the upcoming three-week Monsoon Session of Parliament, commencing on Monday. Previously, the Delimitation Bill was presented alongside the Women’s Reservation Bill as part of the 131st Constitutional Amendment Bill, yet it did not secure the two-thirds majority required in the Lok Sabha during a special session held in April.

During that session, the BJP-led NDA did not achieve the necessary two-thirds majority in both Houses of Parliament. However, significant political changes have taken place since then. The victory of the BJP in the West Bengal Assembly elections in May has bolstered its position in both the Lok Sabha and the Rajya Sabha, reducing the gap to the two-thirds threshold, which stands at 360 members in the Lok Sabha and 164 in the Rajya Sabha.

In light of the recent electoral results, and following M.K. Stalin’s discord with Congress, the BJP is reportedly considering engaging with the DMK’s 22 Lok Sabha MPs to enhance its prospects of passing Constitutional Amendment Bills requiring a two-thirds majority. Nevertheless, the issue of delimitation remains contentious in Tamil Nadu, where the DMK previously campaigned against it, raising questions about whether the party will support the BJP on the 131st Constitutional Amendment Bill.

Proposed Amendments and Existing Bills

Among the prominent bills that have been sidelined is the 130th Constitutional Amendment Bill, which aims to mandate the automatic dismissal from public office of any official, including the Prime Minister and Chief Ministers, who has been imprisoned for 30 days. Following its controversial introduction in Parliament in 2025, the Bill was referred to the Joint Parliamentary Committee (JPC) and returned with suggested amendments. The inclusion of a revised version during the Monsoon Session is still uncertain.

The Centre’s newly proposed legislative agenda includes the Prevention of Insults to National Honour (Amendment) Bill, 2026, and the Registration of Births and Deaths (Amendment) Bill. The former seeks to update the 1971 law, establishing penalties for intentional insults or interruptions during the singing of the national song Vande Mataram. Simultaneously, the latter introduces stricter rules regarding the late registration of births and deaths.

Moreover, three additional bills have been listed for the Monsoon Session, including the Income Tax (Amendment) Bill, 2026; the Supreme Court (Number of Judges) Amendment Bill, 2026; and the Micro, Small and Medium Enterprises Development (Amendment) Bill, 2026. The government has also included the Foreign Contribution (Regulation) Amendment Bill, which was introduced previously during the Budget Session, and the Viksit Bharat Shiksha Adhisthan Bill, 2025, currently being reviewed by a Joint Committee of both Houses.

Legislative Agenda for the Monsoon Session

In total, the legislative agenda for the Monsoon Session comprises five new bills in addition to two previously introduced measures. The notable absence of the 130th and 131st Constitutional Amendment Bills from the circulated list has sparked ongoing speculation regarding whether they will be presented to Parliament in the near future.

This session is poised to be significant as various legislative measures are tabled, while the political dynamics surrounding the Delimitation Bill and its implications continue to unfold. Stakeholders are poised for developments that could influence legislative processes and party alliances in the coming weeks.
