Bihar Governs Doctors’ Private Practice to Strengthen Public Healthcare

The CSR Journal Magazine

The Bihar government has announced a significant policy change, implementing a ban on private practice for doctors who are employed in government hospitals. This initiative, part of an overarching plan to enhance public healthcare, aims to ensure that these professionals devote their full attention to their official responsibilities. The enforcement of this decision was confirmed through an official statement from the state’s Health Department.

According to the notification, which was made public on April 9, 2026, this regulation aligns with the “Saat Nischay-3” initiative, which outlines seven specific resolves for the period from 2025 to 2030. The chief objective of this initiative is encapsulated in the slogan “accessible health, secure life,” reflecting the government’s commitment to providing comprehensive medical services to the public.

Guidelines for Implementation and Enforcement

The state government has committed to issuing a detailed set of guidelines to clarify the implementation and enforcement of the ban on private practice. These guidelines are expected to elaborate on the roles and responsibilities of government doctors under the new policy framework. Furthermore, further information will be provided regarding how these new regulations will be upheld across all state-run healthcare facilities.

In conjunction with prohibiting private practice, the Bihar government plans to introduce a non-practising allowance (NPA) to compensate government doctors for the potential income they may lose due to this ban. This allowance, aimed at providing financial support, will require approval from relevant authority. The forthcoming guidelines are likely to cover the specifics of this provision, which will apply to all doctors and faculty members in government hospitals throughout the state.

The announcement signifies a proactive approach by the Bihar government to improve public healthcare standards. Officials highlight that, by limiting the scope for private practice, it will be easier to monitor and enhance the quality of healthcare services provided to citizens. The ban is anticipated to lead to improved patient care, access to medical facilities, and overall trust in public healthcare systems.

Chief Minister’s Vision for Healthcare Improvement

Chief Minister Nitish Kumar has been a pivotal figure in advocating for this policy shift. Earlier in January, during his “Samriddhi Yatra” in West Champaran district, he indicated that the government would establish a new approach to strengthen healthcare infrastructure, with a particular focus on curbing private practice among government doctors. Kumar’s comments highlighted the intent to prioritise public health and improve the overall medical landscape in Bihar.

This decision marks a crucial step in redefining the relationship between public service and private healthcare options in the state. By enforcing this ban, the Bihar government demonstrates its intent to ensure that healthcare professionals are not distracted by private commitments and can effectively serve the population under their care.

As the policy is finalised, healthcare professionals and stakeholders in the medical community will be closely monitoring its impact. The state’s commitment to improving public healthcare will be judged by the implementation of these measures and the resultant changes in patient outcomes in the coming years.
