Assam Cabinet To Introduce UCC Bill In Assembly On May 26

The Assam Cabinet is set to introduce the Uniform Civil Code (UCC) Bill in the Assembly on May 26, according to Chief Minister Himanta Biswa Sarma. This announcement was made on May 13, after the first Cabinet meeting of the newly elected government. The introduction of the bill will take place on the final day of the first session of the Assembly, where the newly elected MLAs will also take their oaths of office.

Details of the UCC Legislation

During his address to the media, Sarma confirmed that the Cabinet has approved the draft of the UCC legislation, which is designed to address several critical issues. These issues include succession, marriage, divorce, live-in relationships, and the compulsory registration of marriages. The UCC is expected to align closely with frameworks already established in states such as Gujarat, Uttarakhand, and Goa.

Sarma acknowledged that while the proposed law aims to standardise regulations governing personal matters across various communities, significant exemptions have been made for the tribal populations of Assam. He emphasised that the customs, rituals, and traditions inherent to these communities would remain untouched by the UCC. This reflects the diversity of Assam’s demographic composition and the need to respect different cultural practices.

In addition to the legislative agenda, Sarma mentioned that the first Assembly session will witness an oath-taking ceremony for the newly elected MLAs, alongside an address from the Governor. The Assam government has also recommended the appointment of BJP leader Chandra Mohan Patowary to serve as the Protem Speaker during this inaugural session.

Future Steps and Assembly Dynamics

Sarma provided further insight regarding the dynamics of the Assembly, stating that an election for the Speaker’s position will occur following the oath-taking ceremony. Ranjeet Kumar Dass has been announced as the NDA candidate for this position. Additionally, Sarma noted that the Cabinet is expected to undergo expansion after the Assembly session concludes, but specific ministerial portfolios have yet to be disclosed.

Furthermore, the Chief Minister stated that the Assam Cabinet has committed to following the Bharatiya Janata Party’s (BJP) election manifesto as a guiding framework for policy development over the next five years. This approach may influence various decisions related to governance and legislative priorities moving forward.
