West Bengal CM Suvendu Adhikari Launches Rs 313.30 Crore Pradhan Mantri Cha Shramik Protsahan Yojana for Tea Workers

West Bengal Chief Minister Suvendu Adhikari has announced the rollout of the Pradhan Mantri Cha Shramik Protsahan Yojana (PMCSPY), which includes a financial investment of Rs 313.30 crore. This initiative is designed to enhance education, healthcare, and various welfare services for tea garden workers and their families in North Bengal. The Chief Minister made this announcement on July 5, 2026, via a post on the social media platform X, detailing the commitment of the state government to the comprehensive development of these individuals.

Key Components of the Scheme

The PMCSPY comprises three fundamental components aimed at improving the living conditions of tea workers. The Cha Shramik Shiksha Yojana (CSSY) has been allocated Rs 177 crore specifically for strengthening educational infrastructure and expanding learning opportunities for the children of tea workers. This investment is expected to provide significant improvements in the quality of education accessible to these families.

An additional allocation of Rs 72 crore is designated for the Cha Shramik Swasthya Suraksha Yojana (CSSSY). This component focuses on enhancing healthcare facilities and medical services in tea garden regions, which have historically faced challenges in accessing adequate healthcare. The state government aims to ensure that tea workers can receive timely and necessary medical attention.

Furthermore, Rs 63 crore has been earmarked for the Cha Shramik Aashray Yojana (CSAY), which plans to construct 321 resting sheds. This initiative will feature 88 sheds in the hills and 233 in the plains, providing vital amenities such as off-grid solar power, clean drinking water, seating arrangements, and ceramic-floored toilets. These improvements are intended to create a more supportive environment for the tea workers and enhance their overall welfare.

Execution and Coordination of the Programme

The North Bengal Development Department (NBDD) has been designated as the primary agency responsible for implementing the PMCSPY. This department will coordinate efforts with the Health Department, Paschim Banga Samagra Siksha Mission, and various district administrations to ensure seamless execution of the programme. The Chief Minister underscored the commitment of the government to the sustained prosperity and well-being of tea garden workers.

Earlier in the week, on July 1, the West Bengal government introduced the Annapurna Scheme, which provides financial assistance to women beneficiaries through Direct Benefit Transfer (DBT). This is part of a broader set of initiatives that also includes the newly launched Viksit Bharat-Guarantee for Rozgar and Ajeevika Mission (VB-G RAM G) Act. These initiatives reflect the government’s ongoing focus on improving the economic conditions of vulnerable populations within the state.

With these measures, the government seeks not only to address immediate needs but also to foster long-term development for tea workers, an essential segment of the state’s economy. By improving education, healthcare, and infrastructure, West Bengal aims to uplift the lives of those who have significantly contributed to the tea industry and the state’s cultural heritage.
