Uttarakhand Chief Minister Pushkar Singh Dhami has announced the transfer of Rs 18.49 crore directly into the bank accounts of 10,709 eligible beneficiaries under various welfare schemes. This initiative was part of the Direct Benefit Transfer (DBT) programme, which took place at the Chief Minister’s residence on September 19. The schemes being implemented aim to support construction workers who are essential for the state’s development.

During the programme, Dhami highlighted the importance of construction workers and the government’s commitment to ensuring that they and their families benefit from welfare initiatives. He emphasised that these benefits should be delivered in a transparent, efficient, and timely manner.

Officials were directed by the Chief Minister to guarantee that all eligible families receive these benefits. Additionally, Dhami called for coordination with the Health Department to provide adequate treatment for workers diagnosed with any illnesses during health evaluations.

Support Measures for Workers and Their Families

As the festive season approaches, Dhami has urged all departments to undertake maximum public welfare activities through their respective schemes, focusing on areas such as education for workers’ children, family nutrition, and healthcare services. He stressed the importance of enhancing educational opportunities available to the children of workers and prioritising the health and nutrition of families.

To ensure the effective implementation of these welfare schemes, the Chief Minister instructed officials to monitor eligibility verification and district-wise coverage actively. This approach aims to maintain transparency and guarantee that beneficiaries in remote locations are not overlooked.

Reports from the meeting indicated that the latest DBT covered a diverse range of assistance: 95 beneficiaries received maternity assistance, 177 received post-death assistance, 2,354 were granted funds for daughters’ marriages, and 8,083 received educational support. In total, these figures represent significant support for 10,709 construction workers and their families.

Progress of Integrated Welfare Initiatives

The Chief Minister was updated on various integrated welfare initiatives being executed by the Uttarakhand Building and Other Construction Workers Welfare Board. To date, 33,429 educational material kits, 26,674 hygiene kits, and 23,216 nutrition kits have been distributed, achieving a cumulative total of 83,319 kits disseminated to benefit construction worker families.

Furthermore, the Shramik Health Scheme has conducted 20,527 health screenings and 232,281 health tests, facilitating early detection of potential health issues among workers. Dhami expressed his satisfaction regarding the progress made under this scheme, which has been pivotal in ensuring the health of construction workers.

During the session, officials also provided insights into the Labour Cess Collection Management System (LCCMS). This system, which received the SKOCH Gold Award in e-Governance in 2025, has garnered recognition at various levels, including the Government of India. The LCCMS has resulted in the online registration of 21,200 establishments and a notable increase in cess collection by 47.21 per cent.

The streamlined digital governance model presented through the LCCMS has been identified as a potential framework for adoption in other states, contributing to better welfare practices. The innovative Mobile Medical Units under the Mukhyamantri Shramik Health Scheme, which provide on-site health check-ups and consultations, were showcased as a replicable model to enhance healthcare accessibility for workers.
