Delhi Police Arrest Four in Cyber Fraud Network Targeting South India

The CSR Journal Magazine

Delhi Police have revealed an organised cyber fraud network that allegedly deceived individuals, primarily in southern India, by offering loans, scholarships, and various financial benefits. The operation was discovered following an analysis of complaints related to cybercrime and financial transactions logged on the National Cybercrime Reporting Portal and the SAMVANYA portal. Authorities arrested four individuals and bound over five women who worked as telecallers in connection with the case.

During the investigation, police recovered 21 mobile phones, documentation containing information about customers and potential victims, banking records, and cash amounting to Rs 45,170. The fraud was identified through a pattern of suspicious activities linked to bank accounts maintained in Delhi’s West District.

Victims, particularly those residing in Tamil Nadu and other regions of southern India, were reportedly convinced to transfer money under the guise of receiving scholarships and financial assistance. A specific account at Karnataka Bank’s Vikaspuri branch was found to be associated with multiple cybercrime complaints, prompting further scrutiny by law enforcement.

Arrests and Investigation Progress

Police registered a first information report in West Delhi and initiated an investigation that led to the arrest of Amit Kapoor, Shiva Singh Chaudhary, and S Gaurav, also known as Appu. These individuals allegedly managed bank accounts and SIM cards, facilitated withdrawals, and coordinated the transfer of funds obtained from victims. Their roles were integral to the operation, as they orchestrated the financial transactions that defrauded numerous individuals.

Further investigation revealed that Gaurav acted as a liaison between those who set up bank accounts and the telecallers involved in the fraudulent operation targeting victims in southern India. This connection was crucial in establishing the network’s operational structure.

Following the leads gathered during the investigation, police conducted a raid at a location in Budhella, Vikaspuri. This operation resulted in the discovery of six individuals, including the five telecallers and Seraj Ansari, also known as Dawood, who was allegedly overseeing the fraudulent activities at the site. A range of mobile devices, notepads, registers, and banking documents were seized, further substantiating the claims of fraudulent calls being made to potential victims.

Operational Methods and Recovery of Evidence

According to police reports, the members of the alleged fraud network had distinct responsibilities. Bank accounts and SIM cards were established to receive funds from victims, while the telecallers were tasked with persuading individuals to transfer money by promising loans and scholarships. Specific account details, UPI IDs, and QR codes were reportedly shared with victims to facilitate payments.

After the funds were credited, they were withdrawn through various channels, including ATMs, and distributed among different members of the network. Commissions were allegedly retained for the arrangement of bank accounts, provision of SIM cards, and facilitation of money transfers. This systematic approach enabled the network to operate efficiently while evading detection for an extended period.

In total, police recovered 12 smartphones, nine keypad mobile phones, ten notepads, five registers, a debit card, two cheque books, and Rs 45,170 in cash during the operation. The arrests made and the evidence collected highlight the ongoing efforts of law enforcement to combat cyber fraud and protect potential victims from such scams targeting vulnerable populations.
