Uttarakhand Chief Minister Launches AI Voice Portal to Preserve Garhwali, Kumaoni, and Jaunsari Languages

The CSR Journal Magazine

On Thursday, Chief Minister Pushkar Singh Dhami inaugurated a voice collection portal designed to incorporate Garhwali, Kumaoni, and Jaunsari languages into artificial intelligence frameworks. This initiative is part of the ‘Bhasha AI’ programme spearheaded by the AI Strategic Engineering (AiSE) Foundation. During the launch at his camp office, Dhami recorded a voice sample in Kumaoni, marking a significant step towards preserving these regional languages for future generations.

The primary goal of this initiative is to create a comprehensive repository of vocabulary, pronunciations, and speaking styles in the three languages. This will enable AI technologies to understand and communicate effectively in Garhwali, Kumaoni, and Jaunsari. CM Dhami highlighted the importance of modern technology in safeguarding Uttarakhand’s folk languages, arts, culture, and traditions.

Dhami stated that languages and dialects form an integral part of the state’s identity. He stressed the need to leverage technology to elevate Uttarakhand’s linguistic heritage onto digital and global platforms. The Chief Minister expressed a desire for individuals residing in even the most remote areas to access government information in their native languages and communicate their concerns effectively.

Focus on Linguistic Diversity

During his address, Dhami pointed out the variations in pronunciation of the same word across different regions of Uttarakhand. He noted that the portal’s collection of these linguistic variations would enhance AI systems’ ability to comprehend the diverse linguistic landscape of Garhwali, Kumaoni, and Jaunsari. This understanding is crucial for ensuring that AI can accurately reflect the local dialects.

Sachidanand Semwal, the founder of the AiSE Foundation, will oversee the technical aspects of the project, including data collection, modelling, AI training, and language-model validation. Padma Shri awardee and folk singer Pritam Bhartwan has been appointed as the language expert coordinator, while Shakti Prasad Bhatt will serve as the execution head.

Bhartwan emphasised the rich heritage embedded in the state’s local languages, which encompass a variety of folk traditions, songs, and cultural practices. He mentioned that the Jagar Academy would collaborate with the initiative to ensure accurate pronunciation and maintain the authenticity of the languages involved.

Long-Term Objectives of the Bhasha AI Initiative

The Bhasha AI initiative is focused on collecting words and audio samples from Garhwali, Kumaoni, and Jaunsari languages. The long-term aim is to develop AI-based technologies that can understand and communicate in these regional languages fluently. This effort is expected to bridge the gap between technology and local culture, making it easier for communities to engage with government services in their native tongues.

By integrating these languages into AI systems, the initiative seeks to foster a greater appreciation for Uttarakhand’s linguistic heritage. The project aligns with the government’s broader objectives of enhancing accessibility and communication for all citizens, regardless of their geographical location.

As the project progresses, it is anticipated that the repository created through this initiative will serve as a valuable resource for future technological developments. The successful implementation of the Bhasha AI initiative could set a precedent for similar efforts in other regions, aiming to preserve and promote local languages across India.
