Uttar Pradesh Emerges as a Major Digital Hub Under CM Yogi’s Policy Push

The CSR Journal Magazine

Uttar Pradesh is witnessing unprecedented momentum in its digital and technological sectors, with the state positioning itself as a major destination for IT investments, start-up activity, and data-centre development. Officials credit this surge to Chief Minister Yogi Adityanath’s sustained policy reforms and long-term vision aimed at modernising the state’s digital ecosystem.

Over the past few years, the state has registered historic progress across IT services, data processing, and innovation-led entrepreneurship. Global corporations, among them Infosys, Adobe, IBM, and Teleperformance, have expanded their operations in Uttar Pradesh, helping create thousands of new jobs and signalling growing investor confidence.

Sharp Rise in Start-up Incentives

One of the strongest indicators of this transformation is the steady rise in state-funded financial support for start-ups. While only ₹274 lakh was sanctioned in 2021–22, the allocation rose to ₹866 lakh in 2022–23 and further to ₹1,326 lakh in 2023–24. In 2025 alone, the state has already disbursed ₹2,600 lakh in start-up promotion funds.

Officials say this continuous increase reflects the government’s intention to reinforce the start-up ecosystem and position Uttar Pradesh as a national hub for innovation and emerging enterprises.

IT & ITES Sector Expands Job Creation

The state’s IT and IT-enabled services sector has also shown significant expansion under the current policies. At the start of 2025, two Letters of Commitment brought in investments worth ₹28.34 crore, paving the way for 1,600 jobs. Following this, three major proposals received after September 2025 accounted for ₹868 crore in investments and an estimated 7,800 additional jobs.

With consistent policy support and improved infrastructure, Uttar Pradesh is increasingly being viewed as a competitive centre for technology companies seeking to scale operations in India.

Major Global Players Back Data Centre Push

A key catalyst in the state’s digital leap is the Data Centre Policy – 2021, which has attracted major global players. Proposals include investments from NIDP (₹9,134 crore), NTT Global Data Centre (₹1,687 crore), Adani Enterprises (two projects worth ₹2,416 crore and ₹2,713 crore), and ST Telemedia Global Data Centre (₹2,130 crore). Many of these projects are already moving into the implementation phase.

The combined investments across start-ups, IT expansion, and data-centre infrastructure are being viewed as pivotal in reshaping Uttar Pradesh’s economic identity. Officials highlight that the state, once grouped among the so-called “BIMARU” regions, is now establishing itself as “Brand UP,” with a strong presence among India’s leading digital and industrial destinations.
