UN Report Highlights Jaish-e-Mohammed’s Involvement in Delhi Red Fort Blast

A recent report from the United Nations Security Council has attributed a series of attacks to the militant group Jaish-e-Mohammed, specifically linking the organization to a car bombing near the Red Fort in New Delhi that occurred on November 9, 2025. The biannual report from the Security Council’s monitoring team for sanctions on al-Qaeda and the Islamic State stated that the group was “reported to be linked to an attack on the Red Fort in New Delhi on 9 November that killed 15 people.”

The report elaborated that one member state had indicated that Jaish-e-Mohammed had claimed responsibility for multiple assaults, reinforcing the group’s status within the context of regional security threats.

Emergence of Women-Only Terror Wing

Furthermore, the report also alerted on the establishment of a women-only wing by the group, announced by its leader, Masood Azhar, on October 8, 2025. This new division, identified as Jamaat ul-Muminat, is reportedly designed to support terrorist activities. The report noted, “On October 8, Jaish-e-Mohammed leader Mohammed Masood Azhar Alvi formally announced the establishment of a women-only wing, Jamaat ul-Muminat (not listed), which was aimed at supporting terrorist attacks.”

In contrast, another member state asserted that Jaish-e-Mohammed was no longer operational, indicating conflicting assessments about the group’s current status. Separately, it was reported that on July 28 last year, three individuals alleged to be involved in a different attack in Pahalgam, Jammu and Kashmir, were killed.

Impact of the Red Fort Car Explosion

The violent incident on November 10 resulted in 15 fatalities and many injuries, prompting extensive investigations into the matter. This probing revealed the presence of a sophisticated terror network, often described as a ‘white-collar’ operation, that had connections to Jaish-e-Mohammed. Prior to this explosion, law enforcement had already made several arrests across various states, which allowed investigators to stitch together evidence of an interstate terror module.

Following the car explosion, the National Investigation Agency (NIA) established that the incident had ties to earlier arrests, leading to a series of new findings as the investigation progressed.

Sanctions Monitoring and Historical Context

The UN’s 1267 Sanctions Committee is tasked with monitoring sanctions imposed on al-Qaeda, the Islamic State, and their affiliates. Jaish-e-Mohammed, along with Lashkar-e-Taiba (LeT), has been included under the scope of this committee due to its historical ties to al-Qaeda, which can be traced back to the 1990s. The ongoing scrutiny is part of global efforts to combat terrorism and disrupt the activities of such organizations operating within South Asia.
