The National Investigation Agency (NIA) has filed a chargesheet that names Umer Un Nabi as the alleged mastermind behind the car blast that took place near the Red Fort in November 2025. The agency asserts that Nabi was instrumental in revitalising the terrorist group Ansar Ghazwat-ul-Hind (AGuH) and served as its operational leader. The chargesheet outlines his activities from early 2022, aimed at assembling a network of radicalised individuals committed to conducting terrorist operations against the Indian State.

During the investigation, authorities characterised Nabi as the “operational in-charge” of the AGuH Interim, which they described as an emergence of Al-Qaida’s influence in the Indian Sub-continent. The NIA alleges that Nabi undertook several activities, including radicalising new recruits and orchestrating clandestine meetings, all while promoting the ideology of martyrdom, which he glorified as “Shahadat.” He allegedly arranged terror training sessions and managed logistical needs for the unit.

Furthermore, the NIA’s chargesheet highlights Nabi’s alleged plan to travel to Afghanistan for “Hijrat,” coinciding with his increasing ties to extremist beliefs purportedly espoused by AGuH. The agency reports that Nabi and other conspirators circulated extremist literature that justified violence and armed struggle as a religious duty.

Extremist Literature and Digital Communications

Among the documents scrutinised in the probe were titles such as “Definition of Jihad,” “The Requirements of Jihad,” and “39 Ways to Serve and Participate in Jihad.” The literature reportedly aimed to rationalise violent extremism and portrayed radical actions as obligatory. Specific instructions concerning operational security, concealment tactics, and the use of false identities were also documented.

The accused allegedly utilised encrypted messaging platforms, including Signal, to communicate securely. According to the NIA, Nabi was crucial in securing financing, obtaining illegal arms, and arranging venues conducive for training sessions. Meetings were said to have occurred in regions of Jammu and Kashmir as well as Delhi-NCR, focused on preparing members for future terrorist actions.

Chemical substances and laboratory equipment linked to the investigation were also recovered, indicating efforts to create and store explosives. Forensic analysis of post-blast materials reportedly detected TATP and ammonium nitrate residues, leading the agency to assert that these findings suggested a planned operation involving explosive devices.

Details of the Red Fort Blast

According to the NIA, the vehicle used in the explosion on November 10, 2025, was converted into a Vehicle-Borne Improvised Explosive Device (VBIED). The investigation alleges that Nabi, along with another co-accused, procured a second-hand car for the purpose of this conspiracy. Reports state that Nabi was present in the vehicle when it detonated, and DNA tests conducted on biological material retrieved from the site of the blast have allegedly confirmed his identity.

Additionally, forensic examinations discovered explosive residues on items collected from the scene. The NIA claims that evidence showed the explosion was initiated from inside the vehicle, likely through a command mechanism. The tragic event occurred at approximately 6:50 pm, resulting in the deaths of eleven individuals and injuries to twenty-nine others, alongside extensive damage to nearby property and vehicles.

The NIA has asserted that the attack was part of a broader conspiracy aimed at re-establishing the AGuH module, radicalising recruits, and preparing for acts of terror. Although Umer Un Nabi died in the explosion, the chargesheet details his alleged involvement in the conspiracy, which remains open to judicial review and trial.
