Shiv Sena (UBT) leader and Member of Parliament Sanjay Raut has made serious accusations against Prime Minister Narendra Modi concerning his absence during discussions on the Prevention of Insults to National Honour (Amendment) Bill. Raut stated that Modi’s non-attendance in Parliament showed a lack of respect not only for the legislative process but also for the national song, Vande Mataram. He highlighted the significance of Vande Mataram, which has been part of India’s cultural heritage for 150 years, and questioned the Prime Minister’s commitment to patriotism.

During a press conference held in Mumbai, Raut insisted that if the Prime Minister truly saw himself as a patriot, it was imperative for him to be present while the bill aimed at protecting Vande Mataram was being deliberated. He claimed, “If you have introduced a bill against the disrespect of the National Anthem and Vande Mataram, then it was your duty to be present in the House.” Raut has called for legal actions against the government and the Home Minister for what he termed as an insult to Vande Mataram.

The legislation, designed to make obstruction or insult to Vande Mataram a criminal offence, was passed on July 31, 2026, by voice vote in the Lok Sabha after having been cleared by the Rajya Sabha the previous day. This legislative measure seeks to provide Vande Mataram with protection akin to that of the National Anthem.

Concerns Over Security Issues in Jammu and Kashmir

In a subsequent statement, Raut raised concerns regarding security in Jammu and Kashmir, particularly following a recent terror attack in Kulgam. He urged Union Home Minister Amit Shah to address the ongoing issues of security lapses in the region. Raut referenced previous incidents, including the well-known Pulwama and Pahalgam attacks, and expressed frustration over the repeated tragedies in the area.

Raut pointed out that more lives were lost, emphasizing that the government had not made sufficient statements or taken accountability for the situation. He remarked, “What would I say about it? It is Amit Shah who should speak… They are no longer fit to remain in government.” His comments reflect growing concerns regarding security policy and the responsibilities of the Central Government in ensuring public safety in sensitive areas.

The Shiv Sena (UBT) leader’s remarks underline the tension between the opposition and the ruling government concerning security and national pride, suggesting a need for accountability and a rethink of prevailing policies in the region.

Opposition to the Amendment Bill

The Prevention of Insults to National Honour (Amendment) Bill has faced criticism from various political parties. Notably, the DMK expressed its discontent in the Lok Sabha, with MP Kanimozhi alleging that the bill is a façade for advancing a ‘Hindutva agenda’ under the pretext of nationalism. Kanimozhi argued that such legislation was not conducive to India’s secular values, stating, “You cannot impose nationalism by bringing a law. This song goes against the secularism of this country.” Her remarks reflect a broader debate regarding nationalism and its impact on India’s diverse cultural landscape.

In response, Minister of State for Home Affairs Nityanand Rai defended the Bill, asserting that it aims to promote Indian pride without targeting any specific state or ideology. He insisted that the government holds a respectful stance towards state songs and acknowledges linguistic pride.

Having passed through both Houses of Parliament, the bill is now awaiting assent from the President before it can be enacted. This development marks a significant step in the ongoing dialogue about nationalism, cultural identity, and legislative processes in India.
