The CSR Journal Magazine

Rajasthan Chief Minister Bhajanlal Sharma has launched 100 new Kalika patrolling units aimed at enhancing women’s safety across the state. This initiative was unveiled during a programme held at the Constitution Club in Jaipur on Sunday. The introduction of these units is part of a broader strategy to not only respond to crimes but also to prevent them, thereby ensuring that women and girls can navigate public spaces without fear.

Sharma emphasised the significance of these units in addressing safety concerns, stating that they would play a crucial role in both crime prevention and response. The Kalika units are expected to bolster the presence of law enforcement in areas frequented by women, contributing to a safer environment. The Chief Minister’s remarks highlighted the government’s commitment to improving women’s security in Rajasthan.

In addition to the launch of these units, the Chief Minister announced a fixed monthly travel allowance for female police personnel assigned to the Kalika units. This allowance will align with the existing provisions for constables, head constables, and assistant sub-inspectors stationed at police stations and outposts. The financial support aims to facilitate the mobility of female officers, ensuring they can effectively perform their duties.

Decline in Crimes Against Women

During his address, Chief Minister Sharma reported a notable decline in crimes against women in Rajasthan, with incidents decreasing by more than 48 per cent from 2023 to 2026. He attributed this positive trend to the proactive measures implemented by the state government and law enforcement agencies. The average duration for investigating cases of crimes against women has also reportedly reduced to 48 days, indicating improved efficiency in the justice system.

Sharma further stated that the Kalika patrolling units have taken action against over 55,000 individuals involved in anti-social activities. This proactive approach is part of a comprehensive strategy to enhance women’s safety and create a more secure environment. The Chief Minister also mentioned that more than 50 lakh women and girls have been educated about legal rights, while over 18 lakh have received training in cyber safety. Additionally, approximately 16.7 lakh women and girls have undergone self-defence training, empowering them to protect themselves.

The Chief Minister highlighted the operation of 65 anti-Romeo squads across the state, which are tasked with preventing harassment of women in public spaces. This initiative is aimed at addressing concerns related to safety in everyday environments, such as schools, colleges, and markets. Sharma urged police forces to ensure regular patrolling in these areas to maintain a secure atmosphere for women and girls.

Emphasis on Sensitivity and Support

In his address, Chief Minister Sharma underscored the importance of handling complaints from women and girls with sensitivity. He stressed the need to respect their privacy and dignity while addressing their concerns. This approach is intended to foster trust between law enforcement and the community, encouraging more women to come forward with their grievances.

Minister of State for Home Jawahar Singh Bedham also spoke at the event, reiterating the government’s zero-tolerance policy towards crime. He asserted that this policy is instrumental in strengthening law and order, particularly in relation to women’s safety. The collaborative efforts between various government departments aim to create a safer environment for all citizens.

During the programme, Chief Minister Sharma engaged with women police personnel from the Kalika units and members of women youth CLGs via video conferencing. This interaction aimed to acknowledge the contributions of female officers and encourage their continued involvement in enhancing community safety.
