Protests Erupt in Manipur Following Bomb Attack That Kills Two Children

Tension has heightened in Manipur as widespread protests erupted in the valley after a bomb attack resulted in the deaths of two children in Bishnupur district on April 7. In response to the attack, normal life has been significantly disrupted, with markets, educational institutions, banks, and offices remaining closed. Residents have largely chosen to stay indoors, while security personnel enforced stringent measures throughout the region.

The demonstrations saw citizens expressing their outrage, particularly in Imphal, where the Coordinating Committee on Manipur Integrity (COCOMI) organised a rally on April 8. Protesters gathered around 3 pm at the Wangkhei Andro Parking area, displaying placards and banners that called for the resignations of Chief Minister Y Khemchand Singh and State Home Minister Govindas Konthoujam. These demands stemmed from frustrations over the government’s handling of security in the region.

Clashes Between Protesters and Police

As the protests unfolded, local police responded with tear gas shells to disperse crowds, as demonstrators allegedly violated enforced curfew restrictions. The police reportedly blocked the march from advancing further, leading to heightened tensions in the area. COCOMI’s executive member, Nahakpam Shanta, spoke to the media, holding the government accountable for the ongoing disruptions in law and order within the valley.

Shanta’s comments included references to a previous incident near a Central Reserve Police Force (CRPF) camp, where three individuals reportedly lost their lives during a confrontation with security personnel. He termed these alleged killings as indicative of significant governance and security failures, raising alarms about the safety of civilians in the region.

In addition to protests in Imphal, a sit-in demonstration occurred in Kakching district. Members of the Keirak Apunba Meira Paibi participated, condemning the bomb attack and voicing concerns regarding what they described as excessive force reportedly used by CRPF personnel against civilians amidst the ongoing protests.

Government Reviews Security Measures

In light of the troubling events, the Manipur government conducted a comprehensive review of the law and order situation on April 8. Chief Minister Yumnam Khemchand Singh presided over a combined headquarters security meeting at the state secretariat, attended by Home Minister Govindas Konthoujam, alongside senior officials and representatives from various security entities, including the Army and paramilitary forces.

During the meeting, the Chief Minister detailed an assessment of the current security climate, which included discussions on strategies to address emerging challenges to public safety. He emphasised the government’s dedication to maintaining peace and protecting civilians in the face of rising unrest.

In response to the situation, the state has intensified security measures, instituting strict curfew restrictions across various districts, including Imphal East, Imphal West, Bishnupur, Kakching, and Thoubal. These measures aim to restore order and ensure the safety of residents in the affected areas.
