Odisha To Begin Special Intensive Revision Drive From May 30

The CSR Journal Magazine

The Chief Electoral Officer of Odisha, S Gopalan, has announced the commencement of a Special Intensive Revision (SIR) drive across the state starting from May 30 and continuing until June 28. This initiative aims to update and streamline the electoral roll process, ensuring that the electoral records are accurate and reflective of the population. Gopalan highlighted the importance of this drive in enhancing the quality of the electoral process as well as facilitating citizen participation.

During the SIR drive, Booth Level Officers (BLOs) will actively engage with the public by conducting door-to-door visits. Their primary responsibility during these interactions will be to distribute necessary forms to citizens. Gopalan emphasised that individuals must complete these forms and return them to the designated BLOs to ensure their details are recorded correctly in the electoral rolls.

In a bid to enhance public accessibility and address any concerns promptly, BLOs will be stationed at specific booths during fixed hours each day. According to the CEO, these officers will be available from 3 PM to 5 PM, providing ample opportunity for citizens to seek assistance or submit any relevant documentation in person.

Electoral Roll Process Timeline

The timeline for the Special Intensive Revision process has been meticulously planned, not just for Odisha, but also for other states and union territories. For Odisha, along with Mizoram, Sikkim, and Manipur, the qualifying date for voter registration is set for July 1, 2026. Gopalan outlined that preparation, training, and printing of relevant materials will take place from May 20, 2026, to May 29, 2026.

Following the preparatory phase, the house-to-house visits by BLOs are scheduled to begin on May 30, 2026, lasting until June 28, 2026. This active engagement is a crucial part of the process, aiming to ensure that all eligible voters are included in the electoral rolls. Rationalisation of polling stations is also set to be finalised by June 28, 2026, to streamline voting access for all citizens.

The draft electoral roll is set to be published on July 5, 2026. Following this, citizens will have the opportunity to file claims and objections regarding the electoral rolls from July 5, 2026, to August 4, 2026. The resolution of these claims will occur over an extended period, from July 5 to September 2, 2026, after which the final electoral roll will be made public on September 6, 2026.

Public Participation and Accessibility

The engagement of the public in this electoral process is essential. S Gopalan reiterated that the door-to-door visits by BLOs are designed to enhance awareness and facilitate the registration process for citizens. By making the forms readily available through these visits, the authorities aim to improve participation rates in the upcoming electoral processes.

The emphasis on daily availability of BLOs at their designated booths reflects an understanding of the need for accessible electoral services. Citizens are encouraged to reach out to these officials to clarify any doubts or issues they might face during the registration process. Furthermore, individuals may also download the census forms directly from the Election Commission of India (ECI) website, broadening the avenues available for participation.

Through this initiative, the Odisha government seeks not only to update its electoral rolls but also to foster a culture of electoral participation among its population. The successful implementation of the SIR drive is anticipated to contribute significantly to the overall integrity and inclusiveness of the electoral process in the state.
