Manipur Cabinet Approves Rs 10 Lakh Aid for Families of 49 Individuals Missing Since 2023 Violence

The Manipur Cabinet has announced a one-time special humanitarian aid of Rs 10 lakh each for the families of 49 individuals who have been missing since the outbreak of violence in the state on May 3, 2023. This assistance comes after the families had not received any updates despite extensive search efforts conducted to locate the individuals. The total cost for this initiative is estimated at Rs 4.90 crore, which will be financed by the state government.

Compensation Adjustments for Security Personnel

In addition to the aid for missing individuals, the Cabinet has also revised ex-gratia compensation for Army personnel and members of the Central Armed Police Forces (CAPF) who have been either killed or injured during extremist violence in Manipur. The new rates stipulate that Rs 10 lakh will be awarded in the event of death. For injuries, the compensation has been set at Rs 2 lakh for permanent disabilities, Rs 1 lakh for grievous injuries, and Rs 20,000 for minor injuries. Previously established rates for such compensations were last updated in 2006, where the death compensation was only Rs 2 lakh.

The Cabinet’s decision to increase these compensation rates reflects a significant shift in financial support for security personnel exposed to violence while serving in the region. This updated system aims to better address the needs of the families and survivors affected by such tragic circumstances.

Pension Increase for Retired Journalists

The state Cabinet has approved an increase in the monthly pensions for retired journalists under the Manipur Working Journalists’ Pension Rules, 1996. The new pension rate will rise from Rs 8,000 to Rs 10,000 per month for retired journalists. Additionally, the family pension for the families of deceased journalists will increase from Rs 5,000 to Rs 7,000. This adjustment will necessitate amendments to the existing rules governing the pension scheme.

There are currently 20 beneficiaries in each category, and it is projected that the yearly financial requirements will escalate from Rs 31.20 lakh to Rs 40.80 lakh as a result of these changes. This move has been welcomed as a necessary update, reflecting the rising cost of living and the importance of supporting those who have served in journalism.

Formation of the Fifth State Finance Commission

As part of the recent Cabinet meeting, the Manipur government has also approved the establishment of the Fifth Manipur State Finance Commission, which will operate from 2026-27 to 2030-31. This commission is mandated to review the financial conditions of Panchayats and Municipalities within the state. It will be tasked with making recommendations regarding the distribution of state taxes and grants-in-aid to local governance bodies, including Panchayats and Autonomous District Councils.

The formation of this commission is expected to enhance the financial autonomy of local bodies and ensure that resources are more effectively allocated to meet their needs. This initiative aims to strengthen local governance and improve fiscal management within the state.

These decisions taken during the Cabinet meeting on Thursday constitute a series of proactive measures aimed at addressing various humanitarian and financial needs within the state, reflecting the government’s commitment to supporting both the citizens and those who serve the state in various capacities.
