Kharge Questions PM Modi and Shah Over Manipur’s Ongoing Violence

The CSR Journal Magazine

Congress President Mallikarjun Kharge has raised concerns regarding the failure of Prime Minister Narendra Modi and Union Home Minister Amit Shah to restore peace in Manipur. In a post on X, Kharge highlighted the ongoing bloodshed in the region, describing it as a serious indictment of the Bharatiya Janata Party’s (BJP) inability to maintain law and order and protect constitutional rights. His remarks came as the state faced intensified ethnic violence, particularly in the Kangpokpi district, where a bandh was observed following the killing of a 45-year-old Kuki man.

This bandh coincided with a two-day shutdown in the Imphal Valley, protesting the deaths of three Meiteis in an ambush in Imphal East. This incident marked the first clash between the Meitei and Kuki communities since July 13. Reports indicate that over the past few months, at least 50 individuals have lost their lives in conflicts primarily between the Naga and Kuki groups.

Kharge specifically questioned the status of the Peace Committee established by Shah in June 2023. He sought clarification on the measures taken to protect citizens and address security challenges in the state. He also inquired about the actions implemented based on the recommendations from the Supreme Court-appointed Justice Gita Mittal committee aimed at improving conditions for displaced individuals.

Concerns Over Displacement and Unnatural Deaths

In his statements, Kharge expressed alarm over the continued displacement of thousands of individuals, despite the Supreme Court’s concerns regarding unnatural deaths occurring in relief camps. In September, the Supreme Court had voiced shock over 34 such deaths, questioning the state’s commitment to investigating these incidents. The Justice Mittal-led committee, responsible for overseeing relief efforts, reported dissatisfaction with the chief secretary’s response to inquiries about these deaths.

Kharge emphasised the need for detailed information on measures to ensure the safety and rehabilitation of women, children, and displaced families. He highlighted the tragic loss of over 300 lives since May 2023, with 24,530 individuals currently residing in inadequate conditions in relief camps. He pointed out that despite the imposition of President’s Rule and a change in Chief Minister, peace had not been restored.

He questioned who would take responsibility for what he termed a monumental failure of governance, particularly in light of Manipur’s strategic location along the international border. Kharge argued that the Union government’s response to the crisis is crucial, asserting that Manipur deserves justice, dignity, and lasting peace.

Historical Context of Ethnic Clashes in Manipur

The ethnic clashes in Manipur began in May 2023, primarily involving the Meitei and Kuki communities, resulting in at least 306 fatalities. The breakdown of law and order has led to the establishment of ethnic enclaves and the displacement of approximately 66,000 individuals. Notably, on May 13, four people, including three church leaders, were killed in a twin ambush in Kangpokpi, which exacerbated tensions in the region.

On the same day, 48 civilians from the Kuki and Naga communities were reportedly taken hostage, with some being released two days later. However, 14 Kukis and six Nagas remained captive for an extended period. Following 27 days of protests demanding their unconditional release, 14 Kukis were freed on June 9. Tragically, the next day, the mutilated bodies of six Naga hostages were discovered, further inflaming the situation.

As the crisis continues, Kharge’s remarks underscore the urgent need for effective governance and accountability in addressing the ongoing violence and humanitarian challenges in Manipur.
