The CSR Journal Magazine

Thongsavan Phomvihane, Deputy Prime Minister and Minister of Foreign Affairs of Laos, and his wife, Vadsana Phomvihane, visited the Taj Mahal on June 2. This visit was part of their official itinerary during their trip to India. Both were seen appreciating the beauty and grandeur of the UNESCO World Heritage Site, accompanied by a delegation. The visit highlights the cultural ties between the two nations.

Significance of the Visit

Deputy Prime Minister Phomvihane’s arrival in India coincides with the co-chairing of the 10th India-Lao PDR Joint Commission Meeting. The Ministry of External Affairs (MEA) noted that this high-level visit marks an important milestone, as both countries celebrate seven decades of diplomatic relations. The MEA shared this information on social media, welcoming Phomvihane and highlighting the significance of this meeting in strengthening existing ties.

As stated by the MEA, this ongoing visit aims to enhance the historical connections and shared strategic goals shared by India and Laos. The department underscored the importance of commemorating 70 years of diplomatic engagement, which is expected to invigorate the long-standing partnership between the two nations.

The institutional dialogue mechanism has resumed after a gap of several years, with the ninth Joint Commission Meeting previously taking place on November 23, 2018, in Vientiane, Laos. This return to high-level discussions is seen as a positive development in bilateral relations.

Background of India-Laos Relations

This visit follows foundational discussions held during a meeting between Indian Prime Minister Narendra Modi and Lao Prime Minister Sonexay Siphandone in Vientiane in October 2022. During that meeting, Prime Minister Siphandone expressed appreciation for India’s flood relief assistance following Typhoon Yagi, reflecting New Delhi’s commitment as a dependable partner during humanitarian crises.

Further discussions emphasised the restoration and conservation of Vat Phou, a UNESCO World Heritage Site, which is facilitated by the Archaeological Survey of India (ASI). This restoration project adds a layer of significance to the bilateral relations between India and Laos.

Both leaders expressed satisfaction with the close cooperation between their nations across various regional and multilateral platforms. Prime Minister Siphandone reiterated India’s pivotal role on the global stage during their conversations.

Cooperation Agreements Handed Over

Following the bilateral talks, several Memoranda of Understanding (MoUs) and agreements were signed in diverse fields such as defence, broadcasting, and customs cooperation. Additionally, three Quick Impact Projects (QIPs) under the Mekong-Ganga Cooperation framework were agreed upon in the presence of both leaders.

These Quick Impact Projects relate to conserving the heritage of the Lao Ramayan, restoring the Wat Pakea Buddhist temple featuring murals related to the Ramayan, and supporting the shadow puppetry theatre on Ramayan in Champasak province. Each of these initiatives will receive a Government of India grant of approximately $50,000 to aid in preserving the shared civilisational heritage.

The commitments made during this visit are expected to further solidify the collaborative efforts between India and Laos, benefitting both nations in preserving and promoting their cultural heritage.
