Delhi Government Introduces Rs 2,500 Monthly Financial Aid for Women

The Delhi government has launched an online registration portal for the ambitious Delhi Lakshmi Yojna, aimed at providing eligible women in the national capital with a monthly financial assistance of Rs 2,500. Chief Minister Rekha Gupta inaugurated the portal on Saturday, emphasising that the scheme is a significant step towards enhancing women’s financial independence. The government has allocated a budget of Rs 5,100 crore to support this initiative.

During the launch event, Gupta noted that the portal is now operational, allowing prospective beneficiaries to start their registration. Approximately 500 women had reportedly completed the application process by the time of the launch. The online portal is accessible at www.dly.delhi.gov.in, and the inauguration took place at the East Delhi district magistrate’s office.

The scheme received approval from the Delhi cabinet earlier in the week, fulfilling a key election promise made by the BJP in anticipation of the 2025 Assembly elections. This initiative sets the stage for broader economic empowerment for women across the region.

Eligibility Criteria and Exclusions

Women aged between 21 and 60 years can apply for the Delhi Lakshmi Yojna, provided their annual family income does not exceed Rs 2.5 lakh. However, the scheme has certain exclusions. Individuals currently receiving financial aid or pensions from other government programmes, taxpayers, government staff, women with more than three living children, families with a high electricity consumption of over 2,400 units annually, four-wheeler owners, and households with either government employees or individuals facing criminal charges are not eligible to apply.

It is estimated that approximately 1.7 million women will benefit from the scheme’s first phase, which has an initial approval period of three years. This financial aid aims to create a more equitable distribution of resources and enhance the economic standing of women in Delhi.

Beneficiaries will have the opportunity to choose their preferred payment method, either receiving monthly instalments in a Central Bank Digital Currency (CBDC) wallet or placing the entire amount in a recurring deposit or fixed deposit account. This versatility allows recipients to manage their finances according to their specific needs and preferences.

Operation and Verification Process

The Delhi Lakshmi Yojna will operate through a fully digital setup, managing all aspects of the application process, including document submissions, eligibility confirmations, and fund transfers. The system is designed to provide SMS notifications to applicants throughout the various stages of their application. Each submitted application will undergo a comprehensive four-level verification process that includes checks by district officials and committees.

Aadhaar validation, voter registration status in Delhi, family income details, electricity usage, vehicle ownership, pension records, and government employment information will all be scrutinised prior to approving an application. Officials have warned that individuals providing false information may face legal repercussions and will be required to return any funds received under the scheme.

To further streamline the process, only the oldest eligible woman in a household may apply. Additionally, either the applicant or her immediate family must have resided in Delhi for a minimum of ten years, and the applicant must be registered as a voter in the city. This ensures that the support reaches those most in need while promoting adherence to eligibility criteria.

CM Rekha Gupta urged eligible women to initiate their registration on the online portal starting August 1, by submitting the necessary documentation and selecting their preferred payment method, thereby empowering them to take charge of their financial futures.
