ECI Launches Phase-II of International Election Visitors’ Programme for West Bengal and Tamil Nadu6

The Election Commission of India (ECI) has commenced the second phase of the International Election Visitors’ Programme (IEVP) 2026. This programme is specifically aimed at international delegates observing the ongoing Assembly elections in Tamil Nadu and West Bengal. Chief Election Commissioner Gyanesh Kumar officiated the launch at the India International Institute of Democracy and Election Management (IIDEM) in New Delhi on April 21.

Participation of International Delegates

The second phase of the programme includes the participation of 34 delegates from 17 different countries. Among the attendees are representatives from various foreign missions based in Delhi, in addition to a delegate from the International Institute for Democracy and Electoral Assistance (International IDEA). These delegates will be travelling to Tamil Nadu and West Bengal from April 22 to April 23 to observe closely the election-related arrangements.

During their visit, the international delegates will have the opportunity to explore critical locations such as dispatch and distribution centres, District Control Rooms, and Media Monitoring Centres. They will also witness the polling process on the morning of April 23, gaining insights into the practicalities of conducting elections in India.

Previously, the first phase of the IEVP took place from April 8 to April 9, during which delegates were able to visit Assam, Kerala, and Puducherry. This initial phase was designed to provide a foundation for understanding electoral processes within the country.

Experiences from the First Phase

The first phase of the programme was marked by interactive learning opportunities for the delegates. They were introduced to Electronic Voting Machines (EVMs) at IIDEM and participated in mock polling exercises. These practical experiences were aimed at familiarising the delegates with India’s voting process and technological innovations.

Throughout their programme, the delegates engaged in discussions with election experts, showcasing a significant interest in both technological interventions and the various administrative safeguards instituted within the Indian electoral system. This exchange is seen as beneficial for both the ECI and the international representatives.

Objective of the IEVP

The IEVP stands as a flagship initiative of the ECI focused on fostering international cooperation. The programme aims to engage with Election Management Bodies (EMBs) from around the world as well as international organisations. It provides a thorough overview of India’s electoral framework and institutional mechanisms.

Through the IEVP, foreign delegates are introduced to best practices and innovations in election management, thereby improving their understanding of how elections are conducted in the world’s largest democracy. The initiative demonstrates India’s commitment to sharing electoral knowledge and practices with the global community.
