Delhi Govt Proposes Integration of 3 Hospitals to Establish ‘Super Medical Hub’ like AIIMS

Delhi’s public healthcare sector is set to witness significant changes as the government has introduced a proposal to amalgamate three prominent hospitals in the city: Guru Teg Bahadur Hospital, the Delhi State Cancer Institute, and Rajiv Gandhi Super Speciality Hospital. This initiative aims to create a unified medical institution similar to the All India Institute of Medical Sciences (AIIMS), referred to as a “super medical hub.”

Officials indicate that this integration seeks to enhance the coordination among hospitals, optimize the allocation of medical resources, and deliver more specialized and systematic healthcare to patients.

Objectives of the Proposed Medical Hub

The proposed integration involves unifying the three hospitals under a single autonomous entity. By doing so, the government projects improved utilization of medical professionals, facilities, and equipment.

Currently, disparities in patient load across government facilities create inefficiencies, leading to some hospitals being overwhelmed while others remain underutilized. By fostering a more cohesive healthcare delivery system, authorities aspire to achieve a balanced approach that maximizes service effectiveness.

Addressing Patient Load Disparities

A primary concern motivating this integration is the uneven patient distribution among government hospitals. For instance, Rajiv Gandhi Super Speciality Hospital has approximately 650 beds, with only around 250 operational at present, leaving nearly 400 beds unused. In contrast, Guru Teg Bahadur Hospital, which has a sanctioned capacity of about 1,400 beds, is currently accommodating over 1,500 patients due to high demand.

Each year, this hospital registers over 1.4 million outpatient visits and nearly 95,000 inpatient treatments. The Delhi State Cancer Institute also experiences significant patient influx, recording around 127,000 outpatient visits annually. Officials believe that the merged facility will enhance patient management and ensure that individuals receive care in the relevant specialized departments.

Distribution of Specialties Among Hospitals

In the envisioned structure, each hospital will concentrate on particular super-specialty services to streamline patient treatment. Rajiv Gandhi Super Speciality Hospital will focus primarily on cardiology, pulmonology, gastrointestinal surgery, nephrology, and other specialized fields.

The Delhi State Cancer Institute will maintain its pivotal role in cancer care, incorporating radiation oncology, surgical oncology, and other crucial services. Guru Teg Bahadur Hospital is expected to bolster departments such as orthopedics, internal medicine, and neurosurgery. This strategic allocation is designed to minimize service duplication and enhance the overall quality of treatment provided.

Optimizing Medical Equipment Utilization

Another significant rationale for the proposed integration is the suboptimal use of sophisticated medical equipment across various hospitals. For example, Rajiv Gandhi Super Speciality Hospital possesses facilities for bronchoscopy and cath lab services that are not being fully utilized, while the Delhi State Cancer Institute has a linear accelerator for radiotherapy that could be better leveraged. By consolidating these facilities into a unified institute, access to advanced medical technologies can be expanded, thereby benefiting a larger patient base.

Plans for Mental Health Infrastructure Expansion

The initiative also encompasses a substantial expansion of the Institute of Human Behaviour and Allied Sciences (IHBAS). The government aims to develop this institute on the model of the National Institute of Mental Health and Neurosciences (NIMHANS) located in Bengaluru, informally dubbed “NIMHANS-2.” This expansion will focus on enhancing research, treatment, and educational programs in mental health and related fields.

Development of New Facilities and Educational Infrastructure

The government intends to utilize approximately 75 acres of unused land within the IHBAS campus to establish the integrated medical institute. Currently, the IHBAS campus measures around 111.69 acres, with existing hospital facilities occupying around 19.9 acres. Many older buildings are in disrepair and are expected to be replaced with state-of-the-art healthcare facilities.

Planned developments include modern laboratories, auditoriums, and lecture halls, aimed at supporting medical training and education. Officials assert that this integrated institute will not only enhance patient care but also play a crucial role in training future healthcare practitioners.
