The Delhi government has announced plans to build hostel facilities for 10,000 students, a move initiated in response to the increasing demand for state-run housing following the tragic incident in Satya Niketan that resulted in seven fatalities. Chief Minister Rekha Gupta highlighted the necessity for adequate accommodation for the growing student population in the city. Meetings have reportedly been organised with relevant departments to locate suitable areas for the new hostels.

The proposed hostels will cater to both male and female students and will be accessible to individuals attending any college or university in Delhi. Gupta also stated that the government intends to conduct surveys of colleges with sufficient land for potential hostel construction sites.

Construction Plans and Public-Private Partnerships

Gupta noted that collaboration with various departments, specifically Health, Higher Education, and Women and Child Development, would be essential for the successful implementation of these projects. She commented on the significance of the PPP approach, stating that it would facilitate quicker construction while ensuring ongoing maintenance and improved amenities for the students.

The urgent need for enhanced hostel facilities became significantly evident following the collapse of a five-storeyed paying guest accommodation in Satya Niketan near Delhi University’s South Campus, which led to the tragic deaths of seven individuals, including five students, on September 6. In light of this incident, the shortfall of secure hostel options has been scrutinised, prompting scrutiny of the conditions that many students face in inadequate housing across the city where they are often subjected to high rents and poor facilities.

Policy Development and Student Safety

Gupta emphasised the importance of addressing the accommodation requirements of colleges and universities in order for Delhi to strengthen its position as a leading educational centre in the country. The Chief Minister mentioned that a significant number of students move to Delhi for admissions but struggle to find suitable hostel facilities. “The Delhi government has decided to construct hostels for 10,000 students to ensure their safety, security, and cost-effective accommodation,” she stated.

Furthermore, Gupta assured that the new facilities would be designed to provide a secure environment for students, allowing parents to feel confident about their children’s welfare, regardless of their home state. She expressed a commitment to creating a supportive atmosphere where students can pursue their aspirations without concern.

In response to the crisis following the Satya Niketan incident, a high-level meeting led by Lieutenant Governor Taranjit Singh Sandhu was conducted, during which Chief Minister Gupta was also present. The meeting focused on the urgent need for a robust policy to address the housing situation for students. A committee headed by Education Minister Ashish Sood, comprising 18 members, has been formed with the lieutenant governor’s approval. This committee will evaluate the current demand-supply gap in student housing and investigate the availability of land for hostel establishments, while also considering the utilisation of unoccupied government properties for accommodating students.
