Congress Returns To Tamil Nadu Power Play As AIADMK Faces Fresh Political Challenge

The recent expansion of Chief Minister Joseph Vijay’s cabinet highlighted the Congress party’s return to governance in Tamil Nadu after a 59-year absence. However, the situation is more complex than it seems, with the Congress’s representation by just two ministers—S Rajesh Kumar and P Vishwanathan—failing to establish it as a major political power in the state. The real story lies in the apparent sidelining of the AIADMK, which has faced significant challenges since the elections.

During the trust vote, 25 AIADMK legislators, led by SP Velumani and CV Shanmugam, defied the party’s general secretary, Edappadi Palaniswami, by supporting the Vijay government. This shift raises questions about the future of AIADMK, particularly as the party struggles to maintain loyalty amidst dissenting voices. Chief Minister Vijay’s strategic visit to Shanmugam’s residence seems to have encouraged the rebels, suggesting their desire for positions within the new government.

The underlying motivation for the AIADMK legislators appears to be a bid for reinstatement of power after being out of office since 2021. Their resistance to Palaniswami’s cooperation with the DMK indicates a fracture within the party, using the TVK as a vehicle for their political ambitions. The decision to exclude these rebels from cabinet positions places them in a weak position, as their support for Vijay seems to stem from the desire for ministerial roles rather than genuine loyalty.

Changes in Alliances and Political Landscape

The recent cabinet formation, which included 23 ministers—two from Congress and 21 from TVK—leaves limited room for additional appointments, effectively extinguishing hopes for AIADMK rebels to join the administration. Discussions within the TVK regarding the possible induction of these legislators reveal a complex dynamic; however, overwhelming public sentiment against the AIADMK associates has had significant influence on decision-making.

Moreover, there are indications that some senior TVK ministers initially favoured integrating AIADMK members but ultimately recognised that this could disadvantage their current coalition. The reluctance to allow AIADMK representation stems from fears of reviving a potentially competitive force in Tamil Nadu politics, as they remain tied to the BJP’s controversial reputation.

The decision to block AIADMK members signifies a conscious effort by the TVK to assert its power and ensure that it is not reliant on traditional political structures. This indicates a tactical shift within Tamil Nadu’s political schema, spotlighting the transition towards a coalition government approach where alliances are increasingly fluid.

Implications of the Political Realignment

The evolving political landscape may ultimately weaken the DMK’s position as the exclusive representative of anti-BJP sentiment in Tamil Nadu. Since May 4, several of the DMK’s allies have distanced themselves from the party, marking a significant shift in the local political environment. This cabinet expansion on May 21, 2026, signals a potential realignment of power, moving away from the entrenched bipolar rivalry of DMK and AIADMK.

Historically, Tamil Nadu politics revolved around a majoritarian framework where DMK and AIADMK exercised control, often sidelining smaller parties. The TVK’s emergence as a significant entity, despite contesting independently and achieving a notable electoral mandate, shows a movement towards a coalition-driven model, enhancing the role of smaller parties.

As the Congress celebrates its renewed participation in governance, it is expected that this collaboration could prove beneficial heading into the 2029 Lok Sabha elections. For the Congress, being part of the administration will afford an opportunity to strengthen its organisational base throughout the state, signalling a potential reshaping of Tamil Nadu’s political narratives moving forward.
