The CSR Journal Magazine

West Bengal Chief Minister Suvendu Adhikari visited Baruipur on Saturday to meet with the family of a minor girl who was recently assaulted. Assuring them of a fast-tracked trial and exemplary punishment for the perpetrator, the Chief Minister stated that the government has extended all necessary support to the aggrieved family. During her visit, he also met the family of 35-year-old Indrajit Mondal, who was brutally lynched by a mob in the area.

₹25 Lakh Aid, Job and House for Lynching Victim’s Family; Strict Action Promised

Addressing the lynching, Adhikari alleged that Mondal was targeted and murdered after his name and identity were verified, hinting at the involvement of radical elements and external provocation. To support the bereaved family, the state government handed over a compensation check of ₹25 lakh, provided a civic volunteer job to Mondal’s elder brother, and constructed a house for them. The Chief Minister vowed strict action against those responsible for the murder.

New Police Outpost, CCTV Network and Control Room Announced

In response to local security concerns and a direct appeal from the victim’s family, CM inaugurated a new police outpost in the area. He announced further security measures, including the installation of CCTV cameras at key intersections and the setup of a dedicated control room.

Statewide Crackdown on Illegal Liquor and Drugs Ordered to Restore Public Confidence

To restore public confidence and normalcy, the Chief Minister instructed the Inspector General (IG) of Police to ensure innocent citizens are not harassed. He also directed the police to use public address systems to reassure local shopkeepers to reopen their businesses without fear. Furthermore, Adhikari ordered a massive, district-by-district statewide crackdown on illegal liquor dens, cannabis (ganja), and charas smuggling, concluding with a stern warning:”Law-abiding citizens should not live in fear; criminals should.”

Background: Why the Baruipur Violence Has Sparked Political and Security Concerns

  • Baruipur’s Geopolitics:

Baruipur is located in the South 24 Parganas district of West Bengal. It is a rapidly urbanizing semi-rural area characterized by a dense, diverse population. Because of its vast and complex geography, law enforcement often faces challenges maintaining tight security, making local police outposts a recurring demand from residents.

  • The Issue of Mob Lynching & Polarization:

In recent years, incidents of mob violence sparked by rumors (such as theft or child-lifting) or communal/identity-based friction have become a sensitive political issue in West Bengal. The CM’s specific mention of “identity verification” and “radical forces” points to the political sensitivity surrounding law and order, where the ruling party often accuses fringe elements of disrupting communal harmony.

  • The “Civic Volunteer” Model of Rehabilitation:

In West Bengal, providing a “Civic Volunteer” job (temporary police-assistance cadres) along with financial ex-gratia is the state government’s standard administrative response to support families of victims of high-profile crimes or political violence.

  • The Nexus of Crime and Narcotics:

The Chief Minister’s sudden directive against illegal liquor, ganja, and charas stems from a growing administrative push to curb local anti-social syndicates. Local crimes and sudden outbursts of mob violence in semi-urban Bengal are frequently linked to the proliferation of illegal liquor dens and drug abuse among local youths.
