UP Government Raises Minimum Wages for Unskilled and Skilled Workers

The CSR Journal Magazine

The Uttar Pradesh government has announced an increase in the interim minimum wages for unskilled and skilled workers in Gautam Buddha Nagar and Ghaziabad, reportedly following significant protests in Noida Phase 2. Chief Minister Yogi Adityanath’s high-level committee made the decision on April 14, 2026, with the wage change effective from April 1, 2026.

The new wages for unskilled workers have risen from Rs 11,313 to Rs 13,690 per month. Semi-skilled workers will now receive a monthly wage of Rs 15,059, up from Rs 12,445. Skilled workers have also seen a wage increase, with their pay rising from Rs 13,940 to Rs 16,868, according to the District Magistrate’s office in Noida.

For districts with municipal corporations, the monthly wages for unskilled workers are now set at Rs 13,006, with semi-skilled workers earning Rs 14,306 and skilled workers at Rs 16,025. In districts without municipal corporations, wage increases have been adjusted to Rs 12,356 for unskilled, Rs 13,591 for semi-skilled, and Rs 15,224 for skilled workers.

Government Actions and Statements

State Industrial Development Minister Nand Gopal Gupta ‘Nandi’ stated that a committee created by the Uttar Pradesh government is engaging in discussions with workers to address their concerns. Gupta has accused the Samajwadi Party and Congress of attempting to incite unrest in the region amidst these protests. He claimed their actions involved spreading rumours to stir discontent among workers.

“In his remarks, Gupta emphasised that the state government is handling the situation seriously, with senior officials forming a panel under the leadership of the Industrial Development Commissioner. The minister expressed that the intent behind the protests may be questionable, suggesting that some parties have conspired to create disturbances,” the statement noted.

Minister Gupta added that the committee’s objective is to facilitate discussions with representatives from labour unions, industry groups, and other stakeholders to navigate the ongoing issues. He urged all parties to maintain order and patience while the government seeks a resolution.

Refutation of Wage Claims and Future Directions

In response to various claims circulating online, the Noida District Magistrate’s office rejected the assertion that the minimum wage for workers in Uttar Pradesh had been set at Rs 20,000 per month, labelling such reports as false. Concurrently, the Centre is working on establishing a national minimum “floor wage” under new Labour Codes, intended to standardise remuneration across the country.

The Uttar Pradesh government is also consulting with employer organisations and labour unions to evaluate all proposals and objections received on the matter. There are ongoing economic challenges affecting various industries, including rising raw material costs and declining exports, which the government acknowledges must be considered in the wage discussions.

“The government aims to adopt a balanced approach that benefits both industry and workers,” officials have mentioned. The interim wage increase is part of a broader commitment to ensure that new wage provisions, incorporating minimum wage standards under the new Wage Code, are effectively implemented. A Wage Board is expected to be formed next month to facilitate further discussions on minimum wage determinations,” they concluded.
