The Agriculture Budget for 2026-27 was presented by Tamil Nadu Agriculture Minister Vinoth in the Legislative Assembly on August 6. The budget outlines various measures aimed at enhancing farmers’ income, improving irrigation systems, and promoting sustainable farming practices. A significant highlight of the budget is the introduction of the Tamil Nadu Soil Conservation Mission, which carries an allocation of Rs 600 crore.

During the presentation, Vinoth noted the transformation of agriculture in Tamil Nadu from traditional subsistence farming toward a more modern and technology-driven approach. This evolution has been facilitated through advancements in irrigation, mechanisation, precision farming, and the implementation of artificial intelligence in agricultural governance.

The minister stated that the budget was formulated after consultations with various stakeholders, including farmers, agribusiness leaders, and exporters from multiple districts such as Salem and Thanjavur. He asserted that the suggestions and demands gleaned from these discussions have been taken into account comprehensively while formulating the Budget.

Welfare Initiatives and Financial Allocations

Vinoth reiterated that the budget focuses on numerous critical areas including farmer welfare, income enhancement, water resource management, and agricultural marketing. An allocation of Rs 648.55 crore has been earmarked for the Pradhan Mantri Fasal Bima Yojana for the financial year 2026-27, which is expected to provide crop insurance coverage to 15 lakh farmers over an area of 36 lakh acres.

The announcement of a Kuruvai Special Package worth Rs 134.83 crore was also made, following the delayed opening of the Mettur Dam due to insufficient water levels. The initial cultivation under this package has been initiated over 8.26 lakh acres. Furthermore, in anticipation of potential climate-related challenges due to impending Super El Nino conditions, district-level contingency plans have been formulated for twelve districts during the Kuruvai season.

The budget sets an ambitious target of producing 125 lakh metric tonnes of food grains during 2026-27, contributing to a five-year objective of 130 lakh metric tonnes. Enhanced production is also aimed for in horticultural and nutritional crops, marking a step towards food security for the state.

Innovations and Future Schemes

The Tamil Nadu government plans to create irrigation facilities covering 2,600 acres in rain-fed regions by installing borewells and tube wells. Additionally, the introduction of micro-irrigation systems is expected to broaden irrigation access to an extra 50,000 acres. An allocation of Rs 7,432.58 crore has been designated for the Tamil Nadu Electricity Board, which will support free electricity connections for agricultural pump sets.

In regard to the Soil Conservation Mission, the initiative aims to enhance soil fertility while reducing reliance on chemical fertilisers. Soil Health Cards will be distributed to one lakh farmers, with Rs 4 crore allocated for this purpose, and an additional three lakh farmers will benefit from a Union government scheme.

Further financial investments include Rs 63.50 crore for promoting green manure cultivation and Rs 10 crore for establishing permanent vermicompost production units. The minister introduced a new scheme to train women as agri-drone operators in response to emerging job opportunities within this field. This training programme will cost Rs 1.50 crore and aims to address labour shortages in agriculture.
