The Tamil Nadu government has given in-principle approval for the construction of a new complex that will house the Legislative Assembly and Secretariat. This facility is expected to be located at Pattinapakkam, also known as Foreshore Estate, in Chennai. The complex will be built on a 25.55-acre site and will feature modern amenities suitable for administrative operations.

This proposed project is part of an effort to consolidate the state’s legislative and administrative activities under one roof. According to the government order dispatched to the State Public (Buildings) Department on Wednesday, the initiative aims to fulfil the state’s growing administrative and legislative requirements efficiently.

The announcement has generated considerable interest, particularly due to the proximity of the proposed site to the residence of Chief Minister Vijay, amplifying the significance of the location within the city’s administrative landscape.

Opposition to the Proposed Location

Anbumani pointed out that the current traffic conditions on Santhome High Road and Greenways Road are already challenging. He noted that the presence of popular landmarks, such as Santhome Church and numerous reputable schools, contributes to heightened traffic. He cautioned that establishing a large government complex in a densely populated area could lead to significant accessibility challenges.

Moreover, Anbumani expressed concerns over whether the proposed space would adequately meet the multifaceted needs of a comprehensive government complex. Referring to the designated area as insufficient, he emphasised potential limitations stemming from mandatory requirements regarding fire stations, green spaces, emergency medical facilities, and public transport access.

Alternative Suggestions for Administrative Planning

Anbumani Ramadoss has suggested an alternative approach to the administrative infrastructure for Tamil Nadu. He proposed the development of a greenfield administrative city, spanning 500 to 1,000 acres outside Chennai. This vision aims to create an environment conducive to the governance needs of the state over the next century.

The proposed administrative hub is envisioned to encompass key facilities, including the Secretariat, Legislative Assembly, as well as department headquarters and residential areas for the Chief Minister, ministers, and civil servants. Additionally, he advocated for robust infrastructure components, such as Metro connectivity, helipads, educational institutions, sports facilities, and commercial spaces.

Ramadoss labelled the estimated Rs 1,200 crore investment earmarked for the new Secretariat and Legislative Assembly complex as a shortsighted decision. He urged the Tamil Nadu government to discard the current proposal for Pattinapakkam and instead consider establishing a more expansive, self-contained administrative centre that would better serve the state’s long-term governance objectives.
