The Supreme Court has called upon the Centre to establish a robust framework for the National Testing Agency (NTA), emphasising the need for a permanent institutional capacity. This request follows ongoing concerns regarding examination security, particularly in light of recent incidents involving question paper leaks during NEET-UG. A bench comprising Justices P S Narasimha and Alok Aradhe is seeking specific details on how the recommendations from the Radhakrishnan Committee are being integrated into the NTA’s operations.

Justice Narasimha articulated the necessity for the recommendations to transcend temporary measures. He highlighted the importance of having a structured organisation, which includes a comprehensive overview of the NTA’s staffing, office premises, and necessary security arrangements. The court believes that the agency responsible for administering significant national examinations must cultivate a systematic approach to enhance its expertise over time.

In comparing the NTA’s need for institutional memory with that of the Union Public Service Commission (UPSC), Justice Narasimha asserted that the UPSC’s consistent execution of examinations has allowed it to nurture expertise and refine its processes adequately. This model is seen as a potential roadmap for the NTA’s evolution.

Cyber Security and Infrastructure Concerns Addressed

The court raised critical questions regarding the NTA’s readiness in terms of cyber security and digital infrastructure. Justice Narasimha inquired about the presence of a dedicated department for digital infrastructure within the NTA, as well as the development of secure databases for examination-related data. The scrutiny also extended to the security measures surrounding the storage of question papers, underscoring the necessity for a strong foundation that guarantees the protection of examination materials.

The bench conveyed that ensuring cyber security and a dependable digital setup is essential for the NTA’s credibility and effectiveness. The need for continuous research and development in these areas was also underscored, highlighting that a proactive approach is imperative for maintaining the integrity of the examination process.

Amidst these concerns, the Additional Solicitor General, Aishwarya Bhati, reported that the government has fully embraced the Radhakrishnan Committee’s recommendations. The Centre is currently in the process of implementing these recommendations effectively, which includes recruiting for pivotal roles such as technology officers and general managers.

Focus on Implementation and Progress Tracking

Justice Narasimha insisted that the NTA should not only enhance its technological capabilities but also actively develop trained professionals who can manage examinations with care and efficiency. The Supreme Court directed the Centre to provide regular updates through affidavits, detailing the advancements made regarding the Radhakrishnan Committee’s suggestions, as well as any modifications proposed by subsequent committees.

Furthermore, the NTA has been working on a question bank consisting of around 500 questions, which is being translated into 13 Indian languages. This effort aims to improve accessibility, with human translation being prioritised over reliance solely on artificial intelligence.

The overarching message from the Supreme Court is that the focus must shift from merely rectifying individual lapses in the examination process to constructing a more resilient NTA. The establishment of permanent systems, enhanced accountability, and sustained expertise are vital components of this vision, ensuring that similar issues do not recur in the future.
