The directive also said that, before March 21, those who have already applied for transfer, that application will not be considered. They will have to apply freshly in this application. The directive also said that for every district police a help desk should be introduced to assist police personnel to teach the application software.
How to apply?
Police personnel from Constable to Sub-inspector will have apply for their transfer through this application. The directive said, this process of transfer will be on upto April 11. Within that period everybody will have to apply for their transfers through this application. After that acceptance of the application for transfer will be closed for general cases. Only those who are in special medical cases, can apply for transfer throughout the year.
Through this application, the transfer posting of police personnel will be more transparent, expecting top brass of West Bengal police. A senior official of West Bengal said, “In many cases we got complaint that, many officer asking money to arrange someone’s transfer. Many times there are false network also which used to grab money giving confirmation of transfer posting. We are trying to stop such illegal practices through introducing this application software.”
Earlier experience
Earlier, state government introduced such transfer process through application software in case of teachers also. Chief Minister Mamata Banerjee named that software as “Utsasree”. A senior official of education department said, “thousands of teachers got transfer through this application but no one complaint of any partiality or taking money for the transfer. Naturally this process brought utmost transparency in transfer.”
Home department also is expecting, like Utsasree, this transfer process through application software will bring transparency in police personnel transfer as well.
