India Plans 33% Women’s Reservation in Parliament Amid Delimitation Talks

The Indian government is advancing plans to implement a 2023 law that allocates 33 per cent of parliamentary and state assembly seats to women. This initiative has been tied to a significant boundary redrawing process known as delimitation, leading to increased political debate.

During a special session of parliament, Prime Minister Narendra Modi highlighted the historic nature of this legislation, stating that empowering women is a critical priority. The session has included the introduction of three bills, two focused on enhancing female representation in legislative bodies, while a third addresses the delimitation of constituencies based on the 2011 census.

Currently, women hold 14 per cent of the seats in the Lok Sabha, India’s lower house of parliament. Parliamentary Affairs Minister Kiren Rijiju expressed a collective commitment to providing women with their rightful positions within Indian governance.

Delimitation Procedure and Political Implications

The proposed legislation seeks to increase Parliament’s overall size from 543 Lok Sabha seats to 850. This goal is intricately tied to the delimitation process, which involves redrawing electoral boundaries to reflect population changes, a measure that some say could alter political dynamics significantly.

Opposition parties have raised concerns that such a move could disproportionately benefit Prime Minister Modi’s ruling Bharatiya Janata Party (BJP), particularly as the party has strong support from the densely populated northern regions. Leaders from southern states are worried that adjusting seats based on current population trends could disadvantage their regions that have seen slower growth rates.

The Indian Constitution requires that seat allocations be reassessed after each census, though boundaries have remained unchanged since the 1971 census. The current government seeks to base the redraw on the 2011 census in anticipation of the next general election, scheduled for 2029.
