India Criticises Pakistan’s Shehbaz Sharif Government at United Nations

India has delivered a strong condemnation of Pakistan at the United Nations, labelling the government led by Shehbaz Sharif as a “Form 47 government.” Indian representatives have accused Islamabad of fostering “Frankensteins,” suggesting that the elements it once controlled have turned against them.

During a session of the UN General Assembly (UNGA), India’s first secretary, Raghoo Puri, stated that expectations from a “Form 47 government” were inherently low. He alleged that Pakistan’s efforts have been focused more on constructing narratives and spreading disinformation than on effectively combating terrorism.

Puri also pointed out that the transformative agenda needed to counter terrorism could have brought about a more stable world. His remarks highlighted the current realities faced by Pakistan as a nation grappling with its own past decisions regarding terrorism.

Understanding the Term ‘Form 47 Government’

The term “Form 47 government” stems from events surrounding Pakistan’s 2024 elections, which were marked by claims of electoral manipulation and rigging. Allegations particularly came from Imran Khan’s Pakistan Tehreek-e-Insaf (PTI), which accused the Sharif administration of orchestrating a government in collusion with military leadership.

Forms 45 and 47 are crucial documents in the electoral process in Pakistan. Form 45 is used at individual polling stations to record the number of votes cast along with the identities of the candidates. Conversely, Form 47 consolidates these results to reflect the overall election outcome at the constituency level.

The controversy centres on claims that discrepancies existed between the documented results in Form 45 and those reflected in Form 47 across various constituencies, suggesting potential manipulation of electoral outcomes.

Implications of the 2024 Election Results

Despite Imran Khan’s imprisonment, his party’s affiliated independents emerged as the largest group in the 2024 elections, securing 101 seats. The Pakistan Muslim League-Nawaz (PML-N), backed by military support, ultimately formed the government. The PTI-backed candidates also garnered the largest share of votes at 31 per cent, while the PML-N and Pakistan Peoples Party (PPP) obtained 24 per cent and 14 per cent, respectively.

Following these events, the allegation of “Form 47 manipulation” became a recurring theme in PTI’s narrative against the Sharif government. Observations from the Commonwealth Observer Group affirmed these concerns, noting irregularities in the handling of election data and documentation.

The report further indicated that a considerable number of Form 47 documents had shown signs of alteration, thereby raising questions about the legitimacy of the election outcomes. This criticism has gained traction globally, especially as India raised the issue in an international forum, underscoring the ongoing concerns regarding electoral integrity in Pakistan.
