The Gujarat Government has introduced a welfare scheme aimed at providing financial support for organ transplants and robotic surgeries for Scheduled Tribe patients. This initiative has been announced with an allocation of Rs 2 crore for the financial year 2026-27. The scheme is designed to assist financially disadvantaged tribal families in accessing advanced medical treatments that are often prohibitively expensive.

Under the leadership of Chief Minister Bhupendra Patel, the state authorities have prioritised health security for tribal communities. The Tribal Development Department, overseen by Minister Shri Nareshbhai Patel and Minister of State PC Baranda, has been instrumental in administratively approving the scheme to ensure its effective rollout.

This life-saving scheme is formally titled ‘Scheme to Provide Assistance for Organ Transplants of Kidney, Liver, Heart, Pancreas, etc., and for Operations Including Robotic Surgeries for Patients Belonging to the Scheduled Tribe Community of the State.’ By introducing this plan, the government aims to alleviate the financial burden on tribal families facing severe health issues.

Implementation and Operational Framework

The Institute of Kidney Diseases and Research Centre (IKDRC), located at the Ahmedabad Civil Hospital, has been designated as the nodal agency for the implementation of the scheme. This centralised approach is intended to streamline the process for beneficiaries and ensure efficient management of resources.

Key provisions of the scheme state that expenses incurred by a patient will be covered after deducting any amounts secured through Ayushman Bharat (PMJAY) or the MA Card. For instance, if an organ transplant at IKDRC costs Rs 6 lakh and Rs 3 lakh is provided through PMJAY, the remaining Rs 3 lakh would be funded by the new scheme.

In cases where treatment is sought at a private hospital, the scheme calculates assistance based on the approved government rates. For example, if a private hospital charges Rs 10 lakh but the government-approved rate is Rs 6 lakh, after PMJAY support, the patient can receive funds up to Rs 3 lakh, limited to the government rate.

Eligibility Criteria and Process for Beneficiaries

To qualify for the benefits of this scheme, candidates must belong to the Scheduled Tribe community in Gujarat and possess a valid caste certificate. Additionally, patients are required to hold either a PMJAY or MA Card as part of the Government of India’s Ayushman scheme.

It is important to note that beneficiaries must approach the IKDRC for assistance, even if they intend to seek treatment at a private facility. The financial aid will not be issued without prior approval from the IKDRC. Furthermore, clinical approval from the IKDRC Transplant Committee is essential for the process to proceed.

The scheme stipulates that while organ donors may come from any community, financial aid will exclusively be available to the tribal organ recipient. Notably, school children are not separately included under this scheme, as they already receive fully subsidised treatment through the School Health Programme.

To maintain transparency and combat corruption, the entire application process will be facilitated online. Financial assistance will be disbursed via Direct Benefit Transfer (DBT) or the CM Dashboard Portal, adhering to timelines set forth by the government. Additionally, periodic audits and third-party verifications will ensure thorough monitoring of the scheme, with reports submitted to the state government for review.
