EPFO Raises Wage Ceiling to Rs 25,000, Extending Social Security Cover to 1 Crore Workers

In a landmark decision aimed at strengthening social safety nets, the Union Cabinet has approved raising the mandatory wage ceiling under the Employees’ Provident Fund Organisation (EPFO) from ₹15,000 to ₹25,000 per month. The revision, coming after a 12-year gap, is projected to bring between 50 lakh and 1 crore additional formal-sector workers into the statutory safety net.

Expanded Benefits and Financial Security

The upward revision extends compulsory access to retirement savings, pension benefits under the Employees’ Pension Scheme (EPS), and life cover under the Employees’ Deposit Linked Insurance Scheme (EDLI). Employees drawing a basic pay and dearness allowance between ₹15,000 and ₹25,000 will now be formally integrated into the scheme, boosting their long-term corpus and post-retirement security. Official estimates suggest that average monthly EPF contributions will increase significantly, driving higher national household savings over time.

Economic Impact and Fiscal Outlay

The policy change aligns social security thresholds with modern salary standards and rising living costs. To support the expanded coverage, government expenditure under the framework is projected to reach ₹11,339 crore annually. While employers may face higher statutory contribution obligations for workers in this income tier, industry experts view the decision as a critical long-term investment in India’s labor force quality and workforce retention.
