Delhi MCD Upgrades City Parks with Boosted Security Following Shocking Gang-Rape in Aastha Kunj

The Municipal Corporation of Delhi (MCD) implemented enhanced safety measures following directives from the Lieutenant Governor of Delhi, triggered by a grave safety lapse: the gang rape of a 17-year-old girl in southeast Delhi’s Aastha Kunj Park.

Subsequent police audits revealed critical security gaps across public parks, including dark spots, broken boundary walls, poorly lit walking tracks, and a severe lack of functioning CCTV cameras and security personnel.

To protect citizens—especially women and children—the MCD launched targeted upgrades. The initiative involves fixing fences, installing better lighting, mounting CCTV cameras, enforcing strict gate timings, and increasing joint patrols with law enforcement.

These measures focus on improving security arrangements, enhancing lighting, maintaining cleanliness, and enforcing stricter monitoring protocols to create a more secure environment for patrons, especially vulnerable groups like women and children.

In recent consultations with law enforcement agencies, the MCD thoroughly reviewed existing security protocols. Key actions include the installation of proper fencing, closing gaps in existing boundaries, and improving illumination in various areas within the parks. The civic body has also provided information regarding park hours for public awareness.

The authorities emphasised the importance of maintaining visible and accessible environments. Regular pruning of trees and vegetation will help eliminate hiding spots, ensuring better visibility across all areas, including entrances, walkways, children’s play zones, and seating arrangements.

Community Involvement and Public Safety Guidelines

To foster community engagement, the MCD has urged residents to report any suspicious activities or the presence of potentially harmful individuals either to the police or through the police helpline. Resident Welfare Associations (RWAs) and frequent park users are particularly encouraged to utilise well-lit sections of parks and to promptly communicate any unsafe conditions they encounter.

In addition to public vigilance, zonal officials have been instructed to address hazards like damaged benches, faulty play equipment, and exposed wiring. Immediate steps must be taken to rectify any dark areas or structural damage that could compromise visitor safety, and concerned departments must be notified for timely repairs.

The MCD has also established accountability mechanisms within its Horticulture Department. Daily cleaning and maintenance will be conducted by gardeners, while supervisors are tasked with performing daily inspections. Meanwhile, higher officials will oversee regular park evaluations, conducting fortnightly assessments to ensure ongoing compliance with safety standards.

Commitment to Non-discriminatory Access and Public Engagement

The MCD has reaffirmed its commitment to ensuring equitable access to parks and gardens, regardless of gender or any other distinguishing factors. This policy aims to create an inclusive atmosphere for all visitors. Furthermore, the civic body reiterated its dedication to enhancing safety and security for all, particularly for women, children, the elderly, and individuals with disabilities.

As part of its ongoing efforts, the MCD has invited public suggestions on ways to improve security measures within parks and gardens under its jurisdiction. The civic body also calls for active cooperation from the community and other stakeholders in enhancing the overall safety of these public spaces.

Through continuous collaboration with local residents, RWAs, park visitors, and relevant government departments, the MCD aims to make Delhi’s parks safer, more secure, and more accessible for all citizens. The civic body emphasises that the realisation of these goals relies on a collective effort involving all stakeholders.
